CASE #: ¢

Public Hearing
REQUEST FOR PRELIMINARY PLAT OF KELLY ACRES;
CASE OF JOHN OSBORNE AND KELLY WOLF
By: Breanne Dalnes, Associate Planner

Background:
John Osborne and Kelly Wolf have applied ibr preliminary, plat to construct 5 new single-family
lots, and replat 2 existing lots on the property generally located on Tiger Street at 171~t Avenue
NW/. The following items are enclosed for your information:

a) Site location map
b) Preliminary Plat of Kelly Acres - current and future phases
c) Proposed :~rading and drainage plan
d) Composite plan of Rum River Prairie and Kelly Acres
e) City Staff review letter dated February 28, 2006

Notification:
According to City Code and State Statutes, residents within 700 feet of the subject proper~ were
notified of the public hearing.

Observations:
The applicants are proposing to plat 5 new single-family lots and replat 2 existing homes on
approximately 19 acres on Tiger Street at 171~, Avenue. The property is currently located in the
K-1 Rural Developing district, with a minimum density of 1 lot per 2.5 acres, or 0.4 units per
acre. As submitted, the preliminary plat is showing a goss density of approximately 0.36 units
per acre. A revised plat that reflect~ the platting of only 5 new lots and 2 existing lots in Kelly
Acres has been requested.
The 5 new lots meet R.-1 Rural Developing standards for lot width, size, and frontage on a public
road, but the 2 existing homes are proposed to be platted on lots that do not conform to the
standards. Because these are existing residences, and one is r/et owned by the developer, staff is
comfortable with the lots as proposed. However, a furore re-subdivision plan has been requested
for these areas.
The proposed lots will be served by a common septic system located in Rum River Prairie,
constructed to hook up to municipal sewer and water when they become available to the
property. The community septic system will require a MPCA permit, and preliminary plat
approval shall be contingent upon receipt of such a permit. The septic system [s proposed to be
shared with the Rum River Prairie development to the south. General details concerning soil
type, and design and location of the community septic have been submitted.
