CASE # 1

PARK DEDICATION FOR KELLY ACRES
By: Leonard Linton, Civil Engineer

Background:

John Osborne and Kelly Wolf have submitted the preliminary plat for Kelly Acres. This is a
proposed cluster development located west of Tiger Street at 171~t Avenue NW. The cluster
ordinance allows for development in areas not currently served by sewer by requiring urban
size lots, common water and sewer systems for the development. The number of lots that can
be developed at this th'ne is based on the requirement of 2.5 acres per unit which is 7 lots. The
remainder of the parcel will be platted as outlots, further development will not occur until City
sewer and water is extended to the site.

The development is in the Autunm Heights Recreation District.

Observation:

The project will create 5 new urban size residential lots and replat 2 existing residential lots.
The community septic system will be shared with Rum River Prairie, another cluster
development. The Rum River Prairie development is presented in a separate case. The
existing lots are exempt from Park and Trail dedication. These projects are bounded by Tiger
Street on the east and Armstrong Boulevard along the southwest boundary.

A trail was constructed along Armstrong Boulevard from Tiger Street to 167o' Lane as part of
the Tiger Meadows Development. The trail must be extended to the northwest limit of the plat
along Armstrong Boulevard. A trail must be constructed along Tiger Street also. The plans
show sidewalks along the internal streets which is consistent with current City Policy.

Staff Recormnendation:

Staff recommends park dedication for Kelly Acres in cash $12,000 (5 lots @ $2,400). Trail
fees will be made in cash in the amount of $2,900 (5 lots @ $580.00).

Commission Action:

Motion to recommend park dedication in cash. Motion to recommend trail dedication in cash.

Reviewed by:
Assistant Director Public Works/Principal Engineer
Parks/Utilities Supervisor

Copies to:
John Osborne and Kelly Wolf

P&R: 03/09/06
