Acr~ <br />Preliminary Plat Re¥iew <br />February 28. 2006 <br />The City will be requiting the construction of proposed 17I~t Avenue to provide a second access <br />to the entire development to serve a~ a second ac:ess to both Kelly Acres and Rum River Prairie. <br /> Staff would like to explore shifting Wolverine Street to the west to more closely align with <br /> existing Wolverine Street. Please submit a revi~ed plan showing options rot the realignment <br /> of Wolverine Street. <br /> A "future through street" sign will be required to be posted at the terminus of Wolverine Street. <br /> Easements: All existing easements in Letendre Addition will need to be vacated before <br /> proceeding with Final Plat for this subdivision. An application for easement vacation and a <br /> corresponding escrow, will need to be submitted before the Final Plat application is submitted. <br /> Sidewalks: Sidewalks must be constructed along one side of all streets within tile plat. Toe <br /> submitted street plan indicates the installation of a 5 foot wide concrete sidewalk on the east side <br /> of Wolverine Street. Also, the construction of a 5 foot wide sidewalk is required along the extent <br /> of the plat on eastern edge of Tiger Street and along one side of 171st Avenue. <br /> Traffic Generation Analysis: A traffic generation report will be required as part of tiffs plat. <br /> The analysis will be conducted by Cit'5, Eng/neers and billed accordingly. Staff will not bring <br /> forward the preliminary plat to the Council until this study is completed. <br /> Water Utilities: The plat application tacks a plan for the provision of water· ff a community well <br /> is proposed, please submit details regarding the location and design of this well. ff individual <br /> . wells are proposed, please submit a revised atilities plan indicating the location of these wells <br /> and a maintenance plan for ensurLng the integrity of the unused water pipes. Please submit a <br /> revksed site plan indicating a water source. <br /> Sewer and Septic Utilities: The Minnesota Pollution Control Agency will be the responsible <br /> pa_m/for permitting the community septic system. All city approvals are continent upon the <br /> applicant receiving that permit. W2xen the NLPCA permit is obtained, a primary and secondary <br /> location for a community septic system must be established and indicated on the Rum River <br /> prairie plat. Also, in.format/on concerning the contractor responsible for maintaining and <br /> monitoring the community septic system is required. Tiffs system will also require an nnnual <br /> inspection. <br /> Home Owners ASsociation: A Home Owners' Association (HOA) is required for this <br /> development, to manage the maintenance of the communal septic system. The City will review <br /> all HOA documents prior to release of the final plat for recording. The FiOA will be required to <br /> establish a financial surety to insure the adequate operation and maintenance of the on' site <br /> system, and the eventual cormection to the mumcipal system when it becomes available. It is also <br /> tie developer's responsibility to notify potential purchasers of cluster lots of the possibility of <br /> fi~ture development on the remainder of the parcel.
