CASE <br /> <br />PARK DEDICATION FOR RUM RIVER PRAIRIE <br /> By: Leonard Linton, Civil Engineer <br /> <br />Background: <br /> <br />National Growth, LLC has submitted the preliminary plat for Rum River Prairie. This is a <br />proposed cluster development located west of Tiger Street and north of Armstrong Boulevard. <br />The cluster ordinance allows for development in areas not currently served by sewer by <br />requiring urban size lots, common water and sewer systems for the development. The number <br />of lots that can be developed at this time is based on the requirement of 2.5 acres per unit <br />which is 26 lots. The remainder of the parcel will be platted as outlots, further development <br />will not occur until City sewer and water is extended to the site. The total site is approximately <br />72 acres, part of the property being platted is south and west of Armstrong Boulevard, this <br />area will be platted as outlots and will not be developed until City sewer and water are <br />extended to this area. The area to be developed is adjacent to Kelly Acres which is presented in <br />a separate case. These two projects will share the same community septic system. <br /> <br />The development is in the Autumn Heights Recreation District. The Park and Trail map shows <br />a future trail connection in the area of this plat. <br /> <br />Observation: <br /> <br />This project will develop 26 urban sized lots. Staff has recommended that the streets be <br />reconfigured by constructing a cul-de-sac at the southeast end of Wolverine Street. This will <br />provide adequate intersection separation between 170'~ Avenue on the east site of Tiger Street <br />and 170~ Avenue from this development on the west side of Tiger Street. <br /> <br />A trail was constructed along Armstrong Boulevard from Tiger Street to 167~ Lane as part of <br />the Tiger Meadows Development. The trail must be extended to the northwest limit of the plat <br />along Armstrong Boulevard. A trail must be constructed along Tiger Street also. The plans <br />show sidewalks along the internal streets which is consistent with current City Policy. <br /> <br />Staff Recommendation: <br /> <br />Staff recommends park dedication for Rum River Prairie in cash $62,400 (26 lots @ $2,400). <br />Trail fees will be made in cash in the amount of $15,080 (26 lots @ $580.00). <br /> <br />Commission Action: <br /> <br />Motion to recommend park dedication in cash.
