Case <br /> <br /> Public Iarearing <br />REQUEST FOR PRELIMINARY PLAT OF RUM RIVER PRAIRIE; <br />CASE OF NATIONAL GROWTH, LLC <br /> By: Breanne Dalnes, Associate Planner <br /> <br />Back~ound: <br /> <br />National Growth, LLC has applied for preliminary plat to construct 26 single-family lots on the <br />property generally located on Tiger Street at Armstrong Blvd. The following items are enclosed <br />for your information: <br /> <br />a) Site location map <br />b) Preliminary plat- current and future phases <br />c) Preliminary grading and drainage plans <br />d) Composite plan of Rum River Prairie and Kelly Acres <br />e) City Staff review letter dated February 28, 2006 <br /> <br />Notification: <br /> <br />According to City Code and State Statute, residents within 700 feet were notified of the public <br />hearing. <br /> <br />Observations: <br /> <br />The applicants are proposing to plat 26 new 5ingle-family lots on approximately 72 acres at <br />Armstrong Bird and Tiger Street. Armstrong Blvd runs through the property; the portion <br />proposed to be platted in this first phase is on the east side of Armstrong Blvd. The property is <br />located in the R-I Rural Developing District, which has a maximum density of 1 lot per 2.5 acres <br />or 0.4 units per acre. As submitted, the preliminary plat has a goss density of approximately 0.36 <br />units per acre. The 26 new lots meet R-1 Rural Developing standards for lot width, size, and <br />frontage on a public road. <br /> <br />The proposed lots will be served by a common septic system, constructed to connect to <br />municipal sewer and water when they become available to the property. The septic system is <br />proposed to be shared with the Kelly Acres development to the north and is located within Outer <br />A. General details concerning soil type, and design and location of the community septic have <br />been submitted. The community septic system proposes to be larger than the State maximum for <br />municipal permitting, and will require an MPCA permit. Preliminary plat approval shah be <br />contingent upon receipt of this permit. <br /> <br />There are many changes requested concerning access and street layout. Due to safety concerns at <br />the intersection of Armstrong Boulevard and Tiger Street, staff is requiring that proposed <br />Wolverine Street end in a cul-de-sac at Tiger Street to avoid stacking problems onto Armstrong <br /> <br />14 <br /> <br /> <br />
