Rum River Prairie <br />Preliminary Plat Review <br />February 28, 2006 <br /> of 4 <br />subdivision to provide a second access to the entize develQpment. Please submit a revised site <br />plan showing the construction of Wolverine Street as a cul-de-sac. <br />Sidewalks: Sidewalks must be constructed along one side of all streets with{n the plat. The <br />submitted street plan indicates the installation of a 5 foot wide concrete sidewalk on the north <br />and east side of Wolverine Street and the north side of proposed 170m Avenue. A 5 foot concrete <br />sidewalk is also required on the west side of Tiger Street throughout the extent of the plat. <br /> <br />Traffic Generation Analysis: A traffic generation report will be required as part of this plat. <br />The analysis will be conducted by City Engineexs and billed accordingly. Staff ~ not bring <br />forward the preliminary plat to the City Council until this study is completed. <br />Water Utilities: The plat application lacks a plan for the provision of water. Ifa community well <br />is proposed, please submit details regarding the location and design of this well. If individual <br />wells are proposed, please submit a revised utilities plan indicating the location of these wells <br />and a maintenance plan for ensuring the inte~ty of the unused water pipes. Please submit a <br />revised site plan indicating a water source. <br /> Sewer and Septic Utilities: The Minnesota Pollution Control Agency will be reviewing ~nd <br /> permitting the community septic system. ,MI City approvals will be contingent upon receipt of <br /> this permit for the location indicated. Upon permitting by the MPCA, the City will requfre <br /> detailed information concerning the design, exact location, and maintenance of the primary and <br /> seconda~ community septic systems. Information concemlng the contractor responsible for <br /> maint.luing and monitoring the coraml~lity septi~ system is required. This system will also <br /> require an ~nnual inspection. <br /> Please submit details on the specific design elements of the septic system and materials <br /> outlining the responsible party for the management and maintenance of this system. <br /> Home Owners Association: A Home oWners' Association (HOA) is required for this <br /> development, to manage the maintenance of the communal septic system. The City will review <br /> all HOA documents prior to release of the final plat for recording. The HOA w~I1 be required to <br /> establish a fmuncial surety to insure the adequate operation and maintenance of the on site <br /> system, and the eventual counection to the municipal system when it becomes available. It is also <br /> the developer's responsibility to notify potential purchasers of cluster lots of the possibility of <br /> future development on the remainder of the parcel. The notice must include a statement to this <br /> effect and include a copy of the Urban Development Plan required as part of City Cede. A copy <br /> of this notice shall be sent to the City. The developer shall obtain a signed acknowledgement <br /> from the purchaser stating that the purchaser has reviewed the future development notice, and <br /> understands that the remnant parcel may be developed in the future. <br /> Park Dedication: The preliminary plat will be forwarded to the Park and Recreation <br /> Commission for a recommendation on park dedication, rt ls expected that a cash contribution <br /> <br />22 <br /> <br /> <br />
