Rum River 2>rairie <br />Preliminary .Plat Review <br />February 28, 2006 <br />2 of 4 <br />Landscaping Plan: The following comments are offered regarding the landscaping plan, dated <br />February 2, 20136; <br /> <br />City Code requires that every single family lot receive two (2) overstory trees, consisting of · <br />mL'rture of corfiferous and deciduous species (not less than 25% of either type). Your submitted <br />landscape plan proposes to plant 49 trees and save six of the existing trees. Filly-two trees are <br />required for 26 Iots, and a combination of newly planted and preserved trees can be used to meet <br />that requirements. <br /> <br />The City strongly recommends the installation of a berm and additional landscaping along the <br />rear of the lots proposed to front Arms~zung Boulevard. The purpose of this is to mitigate <br />potential noise complaints and provide an appealing road frontage to Armstrong Boulevard. <br /> <br />Tree Preservation Plan: It is unclear which trees will be part of any tree preservation efforts <br />taken with existing trees on the Rum R/vet Prairie plat. Please submit a revised site plan <br />indicating the location of any trees to be saved if you wish to gain landscaping credit for <br />preserved trees. <br /> <br />Wetlands: It appears that there is a small wetland located on the Kelly Acres site. This should <br />be verified by a wetland delineator and delineated on the site plan. However, it does not appear <br />that there are any significant wetlands located in the development area. The stormwater <br />calculations must be submitted to the Lower Rum' River Water Management Organization <br />(LRKWMO) for review and approyal. A permit must be obtained from the LRRWMO. A <br />N-PDES permit is also required with a courtesy copy of the permit sent to the City of 1~ amsey. <br /> <br />Drainage and Grading: Ali Iots with grade less than 2% drainage will require a certificate of <br />grading prior to occupancy. A building summary is required showing lot, block, lowest opening, <br />garage op~ning, I00 year flood elevation pond wetland, centerline elevation; front yard slope <br />(%), rear yard slope (%)and a list of the lots require grading certificates. The city does not allow <br />infiltration basins. Please revise the grading plan showing elevations at lot corners and <br />proposed spot elevations. Also, the drainage arrows and contours do not match. Please submit <br />a revised drainage plan that reconciles the drainage areas and provide revisions to <br />drainage plan after revising streets to show a cul-de-sac at the terminus of Wolverine <br />Street. Further city comments will follow revisions to the preliminary grading, drainage, and <br />utility plans. <br /> <br />Streets and Access: Staff would like to explore shifling Wolverine Street to the west to more <br />closely align with existing Wolverine Street north of County Road 63.. Please submit a revised <br />plan showing options for the realignment of Wolverine Street. <br /> <br />The City is requiring that proposed Wolverine Street end in a cul-de-sac at the Tiger Street <br />intersection to avoid stacking conflicts on Tiger Street and Armstrong Blvd. Thus, the City will <br />also be requiring the construction of proposed 171st Avenue within the proposed Kelly Acres <br /> <br />21 <br /> <br /> <br />
