Board Member Max explained that one thing influencing canopy cover is determining the right <br />amount of trees. He explained that there are studies indicating that 20 to 25% is the right amount <br />of canopy coverage. <br /> <br />Board Member Olds concurred with Board Member Max. <br /> <br />Board Member Bentz commented on diversity and formula. He stated a factor in the formula <br />could be adjusted to prevent anybody from planting too many of a single species. <br /> <br />Coordinator Anderson cautioned about complexity in the formula for Staff to administer. <br /> <br />Board Member Hustvedt noted that it looks like developers are putting in more than the limit. <br />He stated that if it becomes too difficult to administer, they may not continue that practice. <br /> <br />Environmental Specialist Bacon asked if there could be a precursor checklist with guidelines that <br />the reviewer could check off for people to meet diversity. <br /> <br />Coordinator Anderson stated that is sort of done currently. <br /> <br />Councilmember Strommen stated that ultimately if the developer is meeting canopy cover, <br />they're meeting code. <br /> <br />Coordinator Anderson stated that more times than not, they will make adjustments when he calls <br />it out. Coordinator Anderson stated that as it stands now, the City wouldn't be able to hold <br />anything up because it doesn't meet code. <br /> <br />Coordinator Anderson stated that City staff does also look at tree preservation. He stated that <br />when the credit is factored in, the developer could receive credit for preserving trees. He stated <br />that it is fairly easy to meet current requirements. He stated that some of the sites that don't go <br />above and beyond the requirements and did the bare minimum could look pretty barren and <br />unfinished. <br /> <br />Motion by Board Member Sibilski and seconded by Board Member Max to create a smaller <br />subcommittee task force to make a formula change and maximum canopy cover equation to be <br />placed in the Tree Book. <br /> <br />Motion carried. Voting Yes: Chairperson McDilda, Board Members Bentz, Freeburg, Hustvedt, <br />Max, Olds and Sibilski. Voting No: None. Absent: None. <br /> <br />Board Member Max stated that he felt this should be a part of this year's work plan to allocate <br />tasks. <br /> <br />Chairperson McDilda concurred that would be a good plan. He asked for three or four people to <br />volunteer to meet to begin looking at rate of growth, formulate a diversity grid, and factors to be <br />used as a helpful tool for staff to use for recommendation to developers. <br /> <br />Board Member Hustvedt asked if there should be a timeline to get this done before the EXPO. <br /> <br />Environmental Policy Board / January 9, 2006 <br /> Page 8 of 16 <br /> <br /> <br />
