Notice that this agenda issue is being <br />considered has been sent to both of the property owners identified above. <br /> <br />Assistant Public Works Director Olson advised since the posting of the chevrons the <br />Police department has not received notice of accidents at this location. A speed study <br />performed subsequent to the placement of the chevrons showed a slight decrease of 3 <br />miles per hour in the average maximum speed. The chevrons are a proper warning <br />device and comply with the recommendations for their use as outlined in the Manual On <br />Uniform Traffic Control Devices In Minnesota. Staff therefore recommends that no <br />further action be taken. <br /> <br />Jim Gremlin, 5866 169th Avenue NW, stated it was determined that all of the things that <br />have been discussed to improve the comer would encourage people to drive faster. <br />However, when you drive up Highway 47 and turn onto 169th Avenue, the whole road is <br />curved and he has never seen anyone go over the curb. He suggested the curve in this <br />location be softened and the sight line improved. <br /> <br />Councilmember Cook inquired if curb and gutter would need to be included in this type <br />of improvement. Street Supervisor Reimer replied there is a storm sewer outlet in this <br />area. <br /> <br />Assistant Public Works Director Olson estimated the cost for curb to stop people from <br />jumping over the curve at $7 to $10 per foot. He indicated staff could look into this and <br />bring back a cost estimate. <br /> <br />Councilmember Elvig suggested looking into the curb approach. He noted keeping the <br />curve tighter keeps the traffic going slower. <br /> <br />Mr. Gremlin stated the road at the curve should be widened to allow traffic to pass. <br /> <br />Councilmember Cook expressed concern that widening the road, softening the curve, and <br />putting the curb in would result in increased speed going through the neighborhood <br />considerably. <br /> <br />Chairperson Elvig inquired about the possibility of installing a stop sign. <br /> <br />Assistant Public Works Director Olson replied warrants would not be met for a stop sign. <br />He suggested the curb could be temporarily constructed from bituminous, rather than <br />concrete to determine if it helps the situation. <br /> <br />Chairperson Elvig suggested staff bring cost estimates to the Council of installing curbs. <br />He stressed the need to look into the sight line at this comer as well. <br /> <br />Assistant Public Works Director Olson requested direction regarding the chevrons, and <br />advised introducing the curbs as an obstacle in the roadway without the chevrons may be <br />a concern. <br /> <br />Public Works Committee / June 21, 2005 <br /> Page 2 of 9 <br /> <br /> <br />
