Motion by Chairperson Elvig, seconded by Councilmember Cook, to build curb on both <br />the inside and outside curve at the comer of 169th Avenue and Neon Street. The chevrons <br />should remain in place and this case should be brought back to the Public Works <br />Committee in three months for review and discussion of removing the chevrons. <br /> <br />Further discussion: Chairperson Elvig directed staff to look at the sight line at this comer <br />as well. <br /> <br />Motion carried. Voting Yes: Chairperson Elvig, Councilmembers Cook and Olson. <br />Voting No: None. <br /> <br />Further discussion: Assistant Public Works Director Olson indicated speed counts will <br />be conducted pr/or to and following the curbs being installed. <br /> <br />Case #2: Consider Storm Sewer and Utility Improvements Projects <br /> <br />Assistant Public Works Director Olson stated a review of this winter's conditions and <br />complaints has identified two candidate storm water projects for consideration this <br />construction season. He indicated the first project would be a drainage improvement at <br />the intersection of Alpine Drive and Waco Street. At this location Waco Street, which <br />has a poorly developed rural ditch section for drainage, meets Alpine Drive, which has <br />concrete curb and gutter. There is currently a catch basin, which is located in the north <br />curb line of Alpine Drive just east of this intersection. This condition could be eliminated <br />by the installation of catch basins on the southeast and southwest comers of this <br />intersection, which could be made to drain into the existing catch basin in the north curb <br />line. The estimated cost of this work is approximately $14,000, which would include the <br />complete replacement of 100 feet of badly deteriorated pavement on Waco Street just <br />south of this intersection. <br /> <br />Assistant Public Works Director Olson explained the second candidate project is a result <br />of a complaint by Mrs. Barb Beabeau who resides at 6376 143rd Lane (the southeast <br />comer of Sunfish Lake Blvd and 143rd Lane). A small drainage area northeast of Mrs. <br />Beabeau's property drains into a rural ditch section adjacent to 143rd Lane. This ditch <br />system is directed through a culvert to the south side of the roadway and the natural grade <br />transmits drainage into Mrs. Beabeau's property. There is no drainage and utility <br />easement over this portion of her lot. In addition, Mrs. Beabeau has a wooden retaining <br />wall in the vicinity and is concerned about the impact of the drainage on this wall. This <br />flow ultimately ponds in her back yard. It is proposed that the storm water be redirected <br />westward along 143rd Lane to Sunfish Lake Boulevard and then southward for a distance <br />of approximately 230 feet to an existing storm sewer which discharges westward across <br />Sunfish Lake Boulevard into a lot, which is presently owned by the City. Water drains <br />from this location overland into the wetland 657 W.
