Councilmember Cook stated these sites are safety hazards. All three of them would be a <br />relatively easy fix now, and more difficult to fix down the line. <br /> <br />Assistant Public Works Director Olson advised the third project is proposed to be fixed <br />through Tax Increment Financing. This project is related to the need to reroute a storm <br />sewer constructed by Waste Management, which is currently owned by Minnesota <br />Pollution Control Agency. It is located across Lot 1, Block 2 Sunfish Lake Business <br />Park. This storm sewer is currently used on occasion by MPCA to augment the <br />groundwater treatment system that relies primarily on ponds. The existing storm sewer <br />runs diagonally across the property, which limits the development potential. It is <br />proposed that this storm sewer be realigned. The cost of this work, including the removal <br />of the existing sewer is estimated to be approximately $50,000. It is proposed that funds <br />for this project would come from TIF funds. <br /> <br />Chairperson Elvig asked ifa larger pipe should be considered at this time. <br /> <br />Assistant Public Works Director Olson replied not at this time. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Olson, to recommend <br />that the City Council direct that plans and specifications be ordered for the projects <br />outlined above as the 2005 Storm Sewer Improvement Project. <br /> <br />Further discussion: Chairperson Elvig inquired about the balance in the Storm Sewer <br />Fund. Assistant Public Works Director Olson replied approximately $335,000 annually <br />is received in this fund. <br /> <br />Motion carried. Voting Yes: Chairperson Elvig, Councilmembers Cook and Olson. <br />Voting No: None. <br /> <br />Case #3: Consider Citizen Petition for Street Name Change <br /> <br />Assistant Public Works Director Olson indicated a petition was received on May 10, <br />2005 from seven of the eight residential properties fronting on Old County Road 5 to <br />have the street sign changed to Old Nowthen Boulevard. These residents are utilizing <br />Nowthen Boulevard as their street address which is also the street address listed in the <br />Anoka County data base. The residents feel the name change would assist in eliminating <br />confusion over their location. He explained this street was turned over to the City when <br />County Rd 5 was realigned in 1969. Since this road is described as either County Road 5 <br />(the official county designation) or Nowthen Boulevard (the common name associated <br />with the street by the City). Since either name appears to be appropriate the change in <br />signage would not require an official name change. In effect the current residences would <br />not have a change in address. <br /> <br />Assistant Public Works Director Olson advised neither the Police nor the Fire Chief <br />object to the proposed change in signage. However, should the sign change be authorized, <br />911 should be notified as a precaution.
