Councilmember Olson inquired about the possibility of the pavement being evened out at
the access with a breakaway gate. She suggested staff continue to discuss this access and
the closing of 142nd Street with the neighborhood, and whether the neighborhood would
be willing to consider a wider street. She inquired about the estimated cost of the
proposed gate area.

Assistant Public Works Director Olson replied the cost to hire a landscape architect to
prepare a drawing to present to the neighborhood would be a minimum of $1,000.

Chairperson Elvig suggested staff inform the residents that the Public Works Committee
is considering a couple of alternatives for this access, and that the Committee was not
agreeable to contributing to a one-way road in this location, but that the Committee
would be willing to look into contributing funds if the access would be at a two-way road
width. He suggested the closure of 142nd be added to an upcoming worksession agenda.

Mayor Gamec expressed concern with the closing 142na Street.

The Committee discussed traffic issues related to Argon Street, as well as other
intersections in the area.

Chairperson Elvig suggested the City may need to take a more massive plan approach
when discussing the accesses in this area.

Motion by Chairperson Elvig, seconded by Councilmember Cook, to table the action to
open the gate at Mallard Ponds until one month after the construction of CR 116 is
complete, and to direct staff to continue discussions with the Mallard Ponds Association
regarding the potential of landscaping for a roadway that is a minimum of 24 feet in
width.

Motion carried. Voting Yes: Chairperson Elvig, Councilmembers Cook and Olson.
Voting No: None.

COMMITTEE INPUT

Chairperson Elvig directed staff to bring information forward to the Council for solutions
to address the dust from the dirt road at Elmcrest Park. Councilmember Cook indicated
he can provide staff with information regarding a maintenance alternative for the road.
Public Works Director Kapler indicated staff will bring a recommendation to the Council
at the next Council meeting.

ADJOURNMENT

Motion by Councilmember Olson, seconded by Councilmember Cook, to close the
regular meeting of the Public Works Committee.

Public Works Committee / June 21, 2005
