Assistant Public Works Director Olson it will be a wooden bridge with metal footings <br />and the load capacity for a one-ton pick up track. <br /> <br />Case #6: <br /> <br />Report on Meeting with Mallard Estates Townhome Association <br />Regarding the Removal of the Argon Street Gated Access <br /> <br />Assistant Public Works Director Olson reported that Chief Way and City Engineer Jankowski <br />met with the three member board of the Mallard Estates Townhome Association on June 9t~ to <br />discuss the issue of removing the gated access across Argon Street. Staff's presentation <br />focused on implementing some temporary street closures and collecting before and after <br />traffic counts to determine the extent of the h'affic change. The City would then negotiate with <br />the board to make the traffic modifications permanent. Staff was informed that this issue <br />would need to be put to a vote of the members and that such a proposal would be resoundingly <br />defeated since the residents feel that any additional traffic would be considered intolerable. <br />However the board did feel that that an opporttmity for the removal of the gate did exist <br />provided that the alternative did not appear to be a throughway. It was suggested that a narrow <br />passage might be acceptable. It seemed that a sensitive point with the association is that the <br />existing gate is not very aesthetic and an alternative that would improve the appearance of this <br />area could gamer acceptance. The City would also add appropriate signage to make it clear <br />that tiffs was a private mad, however care will need to be taken with regards to the aesthetics <br />of this signage. <br /> <br />Assistant Public Works Director Olson explained at the end of the meeting it was agreed <br />that the City would respond with a specific proposal for remodeling of this access point <br />that the board could present to their members. Such a proposal should include a visual <br />rendering which would emphasize the aesthetics of the proposal. Ultimately staff would <br />like to have the ability to hire a landscape architect to complete a visual rendering to <br />bring back to the board. <br /> <br />The Committee discussed the following issues associated with this access: · The access being used as an emergency access <br /> · Whether the access needs to be wide enough for two way traffic, especially with <br /> the improvements planned on CR 116 <br /> · Tying this access in with the closing of 142nd Avenue <br /> <br />Chairperson Elvig suggested this case be tabled until the improvements on Dysprosium <br />Street are completed, and that it be determined if the neighborhood would like to discuss <br />the access at that time. <br /> <br />Public Works Director Kapler indicated staff used the closing of Barium Street and CR <br />116 as an opportunity to discuss this access with the neighborhood. He expressed <br />concern that the accesses for this neighborhood have been reduced from two accesses <br />with a restricted third access to one access with a restricted second access. He expressed <br />concern that if nothing is done the City will give the message that this is no longer a <br />public safety concern.
