Further discussion: Chairperson Elvig inquired about other possible uses for this
property. Assistant Public Works Director Olson replied the only other possible use
would be for utilities. Chairperson Elvig stated there is no question the City needs to
acquire this property, especially with the discussion of a Highway 47 underpass.

Motion carried. Voting Yes: Chairperson Elvig, Councilmembers Olson and Cook.
Voting No: None.

Case #5: Update on TH 47 Trail Installation

Assistant Public Works Director Olson reviewed that the completion of a pedestrian trail
along the west side of TH 47 has been identified as a high priority project to complete the
link between Alpine drive and Elmcrest Park. He reviewed the following issues that have
affected the progress of this trail construction.

· The final land pamel (Mortenson) necessary to complete this link now appears
will be available in early July.
· It is anticipated that the extension of sewer and water to Marigold Ponds will
cause construction to occur along the west side of TH 47 from Apple Ridge to
Elmcrest Park.
· A bridge over County Ditch 3/66 is required.
· A street paving project is pending for the St Francis Blvd frontage road south of
160th Lane.

Assistant Public Works Director Olson explained the purpose of this case is to focus on a
proposed schedule for the goal of getting this trail segment completed. He reviewed the
following scheduled proposed by staff.'

· Week of June 20th - field work be completed to determine the length and
specifications for the bridge.
· Week of July 4th - Order quotations for bridge.
· July - Complete field work to determine trail alignment and apply for permits if
necessary.
· August - Construct trail improvements in conjunction with the work being
preformed with the improvements undertaken for Marigold Ponds.

Chairperson Elvig asked if the trails inside the park are primarily Class 5.

Assistant Public Works Director Olson responded in the affirmative and indicated it is
expected that the trails will be paved in the next few weeks.

Public Works Director Kapler explained with the purchase of this property the entire
segment can be paved.

Councilmember Cook inquired about the bridge.

Public Works Committee/June 21, 2005
