Committee's packet is a map illustrating the notification area affected by this project. A <br />copy of MnDOT's news release could be mailed to the properties in this notification area. <br />Any additional residents could be added to the list. He advised there will be a unique <br />situation in relation to the tunnel beneath Highway 47. The residents in the neighborhood <br />east of 164th Lane will be greatly affected because there will be only one way out and <br />there will be a road closure south and north of them. The removal of the hump and the <br />tunnel should occur at different times, and there should be letters ready to be distributed <br />for this particular neighborhood. <br /> <br />Assistant Public Works Director Olson indicated there is a bid opening scheduled for <br />Friday for this underpass, and it should be on the July 26th Council agenda. However, the <br />bid cannot be awarded if the City does not have the permits in hand. <br /> <br />Motion by Chairperson Elvig, seconded by Councilmember Cook, to recommend to City <br />Council that staff be directed to mail notices to the commercial businesses identified by <br />staff regarding the TH Improvements Project Schedule, and to direct mail all MnDOT <br />news releases regarding the project to these businesses. <br /> <br />Motion carried. Voting Yes: Chairperson Elvig and Councilmember Cook. Voting No: <br />None. Absent: Councilmember Olson. <br /> <br />Further discussion: The Committee discussed notification for the neighborhood east of <br />164th Lane. Chairperson Elvig suggested the City's Public Relations firm draft a letter to <br />notify this neighborhood, or that a map be drafted for the neighborhood depicting the <br />dates the improvements are expected. Street Supervisor Reimer suggested a ticker could <br />be used to keep the neighborhood updated. Assistant Public Works Director Olson <br />suggested a reader board could be located on the opposite side of 164th Lane to notify the <br />neighborhood about the most current information relating to highway closures. <br /> <br />Motion by Chairperson Elvig, seconded by Councilmember Cook, to recommend to City <br />Council that staff be directed to send notification letter to residents on 164th Lane <br />regarding the planned road improvements. The letter should include information about <br />the areas of construction and the approximate timing, and that the City will determine <br />other notification remedies to keep the residents informed. <br /> <br />Motion carded. Absent: Councilmember Olson. <br /> <br />Case#3: Consider Options for Improving Elmcrest Park Road <br /> <br />City Engineer Jankowski explained access to Elmcrest Park is being provided by a class 5 <br />roadway extension from Quicksilver Street. Park use has increased with regular use of the <br />athletic fields and there is significant traffic, which is now utilizing this access road. The <br />road has not been paved due to the fact that future development is anticipated adjacent to <br />it and its final alignment may change to some degree.
