subdivision or similar lot sizes and will be assessed per unit in accordance with Assessment <br />Policy No. 1. <br /> <br />City Engineer Jankowski explained since much of the 2006 program consists of bituminous <br />overlays on streets with rural sections that do not have curbing the need for shouldering will be a <br />significant element of the work. In previous years the City has shouldered with topsoil and seed, <br />however in the 2004 and 2005 programs the shouldering work was done with a class 2 aggregate <br />which has superior shouldering properties, but is not as aesthetic. Staff would like to discuss this <br />element of the work with the Committee. <br /> <br />Mayor Gamec stated he can somewhat understand the use of the class 2 aggregate in rural areas, <br />but it would look terrible in urban areas. He inquired what the advantages are to the class 2 <br />aggregate. <br /> <br />City Engineer Jankowski replied the advantage is that it eliminates the need to have the <br />contractor redo the shouldering work that has washed away. <br /> <br />Acting Chairperson Cook stated the main reason for the shoulder work is to protect the edge of <br />the overlay. The aggregate is a better solution because of how it stays in place. He commented <br />in most of these places the dirt or aggregate can be seen anyways because the grass will be gone <br />due to the salt. <br /> <br />Mayor Gamec inquired about the complaints received on each shouldering method. <br /> <br />City Engineer Jankowski replied there were complaints from 7 out of 230 properties regarding <br />the aggregate, which is a significant amount. He understands the complaints because the <br />aggregate does not look as nice, but it does a better job. <br /> <br />Acting Chairperson Cook noted it may take time for property owners to get used to the <br />aggregate. <br /> <br />City Engineer Jankowski stated table 6 of the Feasibility Study contains a listing of the schedule <br />of project milestones associated with this program. Staff anticipates presenting the study to City <br />Council on December 13, 2005 and holding a Public Hearing on the program on January 24, <br />2005. The Committee might note that the schedule for the 2006 program is roughly four to six <br />weeks earlier than it has been for previous street maintenance programs. The reason for this is to <br />allow for the sealcoating operation to occur earlier in the summer. There is less likelihood for the <br />sealcoat chip to strip from the pavement when sealing occurs earlier in the season because this <br />allows the summer heat to cure and set the chip. He advised staff recommends that the <br />Committee recommend that the City Council accept the Feasibility Study for the 2006 Street <br />Maintenance Program and set the date of January 24, 2006 for a Public Hearing. <br /> <br />Motion by Mayor Gamec, seconded by Acting Chairperson Cook, to recommend that the City <br />Council accept the Feasibility Study for the 2006 Street Maintenance Program and set the date of <br />January 24, 2006 for a public heating. <br /> <br />Public Works Committee / November 15, 2005 <br /> Page 5 of 11 <br /> <br /> <br />
