Presentation <br /> <br />Associate Planner Dalnes indicated that the City of Ramsey is seeking to replat the land generally <br />located on the southwest comer of Ebony Street and 141st Avenue. She stated that the purpose of <br />this subdivision is to assemble two lots to create one buildable lot. She indicated that as part of <br />the subdivision, the City will plat the southern extent of Ebony Street and the portion of <br />McKinley Street that lies on the subject property. She stated that this land will be sold and, with <br />TIF assistance, will be developed in the future. <br /> <br />Commission Input <br /> <br />There was no comments from the Board. <br /> <br />Case #10 Proposed Erosion Control Ordinance <br /> <br />Presentation <br /> <br />City Engineer Jankowski stated that the City is required to comply with the National Pollutant <br />Discharge Elimination System as administered by the Minnesota Pollution Control Agency. He <br />indicated that the MPCA provided some mandatory goals, including adoption of an erosion <br />control ordinance, including a time line for adoption of the ordinance. He stated that this draft <br />ordinance is modeled on the MPCA draft ordinance, and has been pared down to eliminate <br />language regarding trout streams and other features not found in Ramsey. He indicated that it <br />specifies it is an erosion control plan on construction sites. He stated it also requires that <br />developers be responsible for erosion control until the property is stabilized through the <br />construction process. He indicated the alternative would be to have financial surety from <br />builders. <br /> <br />Commissioner Van Scoy asked if this is primarily for the construction phase. <br /> <br />City Engineer Jankowski indicated it is intended to control erosion during construction. He <br />stated the City engineering department will be conducting inspections. <br /> <br />Commissioner Van Scoy asked if this is much different than what is being done. <br /> <br />City Engineer Jankowski indicated that the whole erosion control philosophy changed over the <br />last 10 years. He stated they are seeing the effects of that, and they are treating erosion the way <br />they formerly treated water treatment output. <br /> <br />Commissioner Brauer indicated that from what he has seen, the City seems to be in compliance <br />with what has been done. He asked if this is only codifying what they are currently doing. <br /> <br />City Engineer Jankowski stated that partly, yes.
