Associate Planner Dalnes stated that the applicant is proposing to create 16 single-family lots on <br />approximately 40 acres. She indicated that the property is currently located in the R-1 Rural <br />Developing District, with a minimum density of 1 lot per 2.5 acres. She indicated that as part of <br />the requirements for cluster developments, a detailed plan for the design, management, and <br />maintenance of the community septic system is required. She stated this information has not <br />been submitted at this time. She indicated that Staff is requesting that the applicant submit <br />details concerning the community septic system. <br /> <br />Associate Planner Dalnes stated that also, as part of the requirements for cluster developments, a <br />utility plan outlining the installation of sewer and water facilities is required. She indicated that <br />the applicant has submitted materials indicating the location of sewer facilities, and is proposing <br />individual wells to provide water services to the proposed lots. She indicated that the City has <br />required additional information outlining the installation of water loop facilities and a <br />maintenance plan to ensure the integrity of these installations over time. <br /> <br />Associate Planner Dalnes stated the preliminary plat is proposing to gain access from Erkium <br />Street. She indicated the property currently contains an existing private drive that provides <br />access to the property located immediately to the south. She indicated that Staff is <br />recommending that the public street be platted and constructed to urban standards to the <br />southern-most lot, and that rural standards be followed to pave the extent of the street to the edge <br />of the parcel. She added that the plat is showing a future east/west street. She stated Staff is <br />recommending that the configuration of the proposed future street be platted as part of the first <br />phase and constructed to rural standards to the west edge of the parcel to facilitate a future <br />westerly connection. She indicated that a variance to cul-de-sac length is also being proposed as <br />part of the plat. <br /> <br />Public Input <br /> <br />Vice Chairperson Johnson opened the public hearing at 7:12 p.m. He noted that there were a <br />series of communications in front the Commission from people with interest in this matter, <br />which were given to them just prior to the meeting. <br /> <br />Megan Wald, Shade Tree Construction, stated they have been working with Staff since they <br />received the review letter, and have given staff revised plans, which she feels addresses the <br />questions. She indicated they have given Staff information on the septic system, but they have <br />additional questions and Shade Tree will continue to work with Staff. <br /> <br />Ken Thomas, 17655 Argon, stated he lives in the lower section of the adjoining development. <br />He indicated they have 25 homes that exit on Cobalt Street, and have to go up a hill, make a 90 <br />degree turn, go up another hill, and then hit traffic on Erkium. He stated that if the City puts in <br />another development, they will not be able to get out because of the traffic. He indicated that in <br />winter it is especially difficult.
