Mr. Thomas indicated that there will be an accident on Erkium if this development goes in. He
stated it is a very steep, blind hill, and school buses and cars have ended up in the front yard at
the 90 degree turn because they cannot stop. He indicated that no one wants the cluster
developments, and he does not know why the city does not keep it at one acre lots. He stated that
only 11 people live on Fluorine Street, and if the City does this those people should go out on
Fluorine or have another road come out. He indicated that Erkium Street should dead-end on
177th.

Roger Rowbotham, 17715 Erkium, stated that his concems and those of his neighbors are in the
petition presented to the Planning Commission. He indicated that from that the Planning
Commission knows they are opposing not only this development, but also the philosophy of
cluster developments. He stated they moved to Ramsey because they wanted privacy, and the
openness of Ramsey. He indicated that they understand development will happen, but they do
not want this kind of development. He stated that this project is looking at platting sixteen
homes on four acres, and each of those homes is sharing a common septic, which is a prototype
development. He indicated that if this type of system is so great, why is everyone not doing it.
He stated he would hope as a community they would really research what they are doing and do
it right. He indicated he thinks there is a better way, and urged the Planning Commission to
think this through and take it slow.

Tom Adrians stated he would add that he understood there is a Comprehensive Plan amendment
in 2008, and suggested that the City really take a look at it during that amendment process.

Dayette O'Brian, 5400 177th Lane NW, indicated that her concerns are with transition between
the proposed development and the line of houses that are there. She stated that they have power
lines going through their lots, and when they wanted to build their garage, with the power lines
and the setbacks they had little choice of where they could build the garage. She indicated that
she would question how some of these lots can even have a house with the size of the lot and the
setback requirements.

Ms. O'Brian stated her other concem is with traffic. She indicated they have children and pets,
and are very concerned about additional traffic. She stated there would need to be traffic
measured taken if this project moves forward, such as stop signs and speed bumps.

Art Blackburn, 17625 Argon, showed a photo taken this morning of the sign the developer is
required to post, noting you can hardly see it. He stated that when they first heard about this
development they called a real estate agent to sell. He indicated that they came here six years ago
for the same reason others did, however if they want to sell they were told they would have to
lower their price because there are some 200 homes on the market in Ramsey, and now they are
looking at building more.

Mr. Blackburn indicated that he also has a well, and their water pressure is not great. He asked if
any study has been done on how these new wells will affect the existing wells. He echoed the
comment that Ramsey is becoming not the Ramsey that he wanted to live in when he moved
here.

Planning Commission/February 2, 2006
