Karen Glosemote, residing at the end of Erkium, stated that they are all in agreement on the two <br />biggest concerns; cluster developments and one-quarter acre lots. She asked if the petition could <br />be read into the minutes. <br /> <br />Vice Chairperson Johnson stated that the petition would be part of the record, and would go to <br />the City Council. <br /> <br />Laura Cooper, 17625 Argon Street, stated it is her understanding that Elk River at one time <br />considered cluster developments but abandoned it. She indicated it would be interesting to know <br />why. She stated that the feeling is that development in Ramsey is willy-nilly. She indicated that <br />other cities have better trail systems and better park systems. She stated that she does not think <br />they have the right infrastructure to support this type of development in Ramsey. She indicated it <br />does not seem like the right time to bring in density such as this. <br /> <br />David Elvig, Ramsey City Council, stated he will not try to debate the cluster development issue. <br />He indicated he does believe the City Council has some deficiencies within the ordinance that <br />they now have, and they are seeing some of those in the issues raised here tonight. He stated that <br />the topic is on a City Council workshop agenda coming up, to discuss sewer and water studies, <br />traffic studies, etc. He indicated that the Planning Commission should also consider that their <br />understanding from the Metropolitan Council is that there is capacity for sewer and water in this <br />area. He stated he thinks they need to look at the neighbors to the north, and what happens to <br />them if sewer and water is put in to the edge of Ramsey. He indicated there are several things <br />that need to be addressed before moving forward with this, and he does not know if tabling it for <br />three or four months will be sufficient. He stated these issues to could three or four years to <br />resolve. <br /> <br />Vice Chairperson Johnson indicated that the difficulty they have is they are an advisory board, <br />and they operate under the ordinance the City Council has developed. He stated that when <br />someone comes in and says they want to develop under the cluster ordinance that is on the books, <br />the Planning Commission has limited options. He indicated that if the City Council wants to do <br />something about stopping this type of development they need to do something about the <br />ordinance. <br /> <br />Mr. Elvig agreed, stating that is why he wants to pull it back, and he will be lobbying to do so. <br /> <br />Commissioner Van Scoy asked if Mr. Elvig is here as a citizen or a member of the City Council. <br /> <br />Mr. Elvig stated he is here as a City Council Member, but as a single member, and he does not <br />express the feelings of all of the City Council. <br /> <br />James Daniels, 5235 177th Avenue, asked why as a property owner he was not noticed. He <br />indicated that if it was not for a neighbor coming around with a petition he would not have <br />known.
