Brool~eld Ist Addition - Final Plat <br />March 9, 2006 <br />2 of 6 <br />has been provided for the future replarting of Lot 8 that meets City requirements. The plan for <br />the first 49 lots complies with the approved preliminary plat. <br /> <br />Density: The R-I Residential regulations for the MUSA area allow a net density of 3 units per <br />acre. The approved preliminary plat reflected a net density of 1.9 units per acre. The f'mal plat <br />for the first phase complies with the approved preliminary plat. <br /> <br />Other Lot Requirements: Trott Brook is a designated tributary of the Rum River, and is <br />subject to Scenic River and Shoreland Management requirements. Lots 1-5, Block 2, are subject <br />to a 75-~bot lot width at the OHW of Trott Brook, a 100-foot setback from the OHW, controlled <br />vegetative cutting within this 100-foot setback, and a 25% impervious surface limitation for lots <br />fronting the brook. The approved preliminary piCt complies with all of these standards except <br />the 75-foot lot width requirement as measured at the-brook. Staff has had discussions with DNR <br />Staff, who_explained that the intent of the Shoreland lbt- width requirement is to ensure that <br />sufficient lot area is provided. Because of the large i(~'sizes 6n the Trott Brook, DNR Staff feels <br />the intent of the requirement is being met. The final plat of this first phase complies with the <br />approved preliminary plat. <br /> <br />Existing Buildings: The final construction plans appropriately identify existing structures on the <br />Subject Property. The home on what wilI be Lot 3, Block 3 is proposed to be saved and the <br />driveway will be re-orientated to access 166t~ Avenue N.W. The Development A~eement will <br />require that the exterior materials on the home to be saved are, if necessary, updated to be <br />compatible with the new home development that will occur. It is also noted that an e,,dsting <br />accessory building in the right-of-way for Limonite Street N.W. is proposed to be removed. It is <br />noted that the structure on Lot 33, Block 2 should also be designated for removal. <br /> <br />Landscaping: A combination of existing trees and proposed plantings satisfies the landscaping <br />requirements for all lots wittfin this addition except for Lots 17-18 Block 2. Lot 17 must receive <br />two new trees and Lot 18 needs to receive one additional tree (the plan shows no trees installed <br />on Lot 17 and only one on Lot 18). <br /> <br />Tree Preservation Plan: The tree preservation plan is acceptable. However, due to the <br />presence of oak trees on and adjacent to the development area, a plan must be submitted <br />outlining the actions that will be taken to protect those trees from oak wilt. Any cleating <br />involving oak trees cannot occur between April 15 and July 15 to help protect against oak wilt. <br /> <br />Density Transition: The preliminary plat for this development was approved by City Council <br />contingent upon compliance with the Staff'review letter dated September 9, 2005. That totter <br />noted the need for additional plantings tbr screening/buffering purposes on certain lots. The <br />landscaping plan, dated February 2, 2006, did not incorporate any extra plantings for Lots 1-2 <br />Block 4 or Lots 1-3 Block 3. It is Staffs opinion that additional landscaping is still necessary to <br />satisfy the density transitioning requirements. Plantings should be a combination of deciduous <br />and coniferous overstory trees as well as ornamental trees. <br /> <br />A revised landscaping plan is needed that addresses th~ density transitioning requirements. <br /> <br />-156- <br /> <br /> <br />
