Case #3 Consider Modifications to Municipal State Aid System <br /> <br />Background: <br /> <br />Staff explained the Municipal State Aid System consists of collector roadways, which are <br />designated by the City and approved by the State to be part of the system. These roadways <br />become eligible for funding from state gas tax revenues for both construction and maintenance. <br />In 2006 the City will receive $749,910 as its total annual allocation. The amoum the City <br />receives each year is dependant upon population and the estimated amount of dollars needed to <br />bring the designated MSA system up to its construction standards. Cities are allowed to <br />designate up to 20% of the certified mileage as MSA route, and with the recent construction <br />from new development the City has additional mileage, which could be added to the system. <br />New segments must start and terminate on the existing system and MnDOT must agree to the <br />reasonableness to any proposed changes to the MSAS. <br /> <br />The consensus of the Committee was to direct staff to include this topic on the schedule of the <br />March Public Works Committee meeting, with staff to provide further information regarding <br />the following MSA street extensions: <br /> <br />· Extension through the area of the Boy Scout Camp to the City of Andover <br />· Extension of Sunwood Drive <br />· East/west connection from the Greg Bauer property to Central Park <br /> <br />Action: <br /> <br />Ratify the recommendation of the Public Works Committee. <br /> <br />COMMITTEE/STAFF INPUT <br /> <br />Public Works Director Kapler reported there was a fatal accident at the intersection of Alpine <br />Drive and Sunfish Lake Boulevard. There is a double stop sing on both the east and west <br />bound sides of Alpine Drive, as well as a Stop Ahead warning sign with reflection all the way <br />down the post. Last year the County did aggressive right-of-way clearing on the east side of <br />Sunfish Lake Boulevard. For some reason there continues to be issues at this intersection. <br /> <br />After discussion of possible safety measures, the consensus of the Committee was to direct <br />staff to provide further information regarding costs and what is allowed on MSA streets for the <br />following safety measures at the intersection of Alpine Drive and Sunfish Lake Boulevard: <br /> <br />· Rumble strips <br />· Overhead warning device <br />· Solar powered lights on the stop sign <br /> <br />As previously communicated the county has installed a 4-way stop at the intersection. <br /> <br />-261- <br /> <br /> <br />
