Absent: Committee Members Dvorak and Reeve. <br /> <br />TASK FORCE BUSINESS <br /> <br />Issue #1' <br /> <br />Timing of pending amendments to City's Zoning regulations in conjunction with <br />the proposed Tree Preservation Ordinance <br /> <br />Ms. Frolil< reported that the April agenda of the Planning Commission included a public hearing <br />on Section 9.50 of the Zoning Ctnapter. More amendments to the Zoning Chapter are being <br />drafted and thc Commission will be conducting hearings on those sections at their May and <br />June meetings also. The Tree Preservation can be included in the hearing schedule. <br /> <br />Case #2: Review Draft Tree Preservation Ordinance <br /> <br />It was noted that since tile EPTF joint meeting with the Planning Commission and tine Park and <br />Rccrcalion Commission on March 20, there have not been any comments received regarding the <br />proposed ordinance. <br /> <br />Mt'. Rolfe proceeded to review this areas of concern with some of the language proposed in the <br />ch'ah ordinance. The following amendments were made to the draft ordinance based on the <br />discussion: <br /> <br />Delete "Planting Distance Between Sidewalks and Curbs" because it conflicts with "Planting <br />Distance From Utilities". <br /> <br />Discussion cnsuccl rcgarding the intent of the ordinance to reduce the size of required tree <br />plantings from 2.5 inch dbh to 1 inch dbh. The Task Force is steadfast in their position that the 1 <br />inch tree has a better survival rate; it is also more tolerant of transplant and will quickly 'catch <br />up' to the 2.5 incln diameter tree. There are other landscape amenities the developer can install to <br />provide l:or thc immediate beautification affect such as rain gardens, flowers, shrubs, etc. Mr. <br />Bacon suggested that the ordinance require the addition of a bio-degradable tree tube to protect <br />each planting. Subd. 3.b.2 of the ordinance will retain the 1 inch dbh size standard, but require <br />each tree to have a tree tube. <br /> <br />Subcl. 3.r.2 (Cutting Roots in Tree Preservation Areas) shall be amended to read as folloYvs: "All <br />open trenching is prohibited. Utility installation within tine dripline of protected trees can only <br />occur using tl'enchless methods during construction or tlmreafter." <br /> <br />Subd. 3.t.3 under(Tree Preservation Barriers was amended to read as follows: "These fences will <br />be orange polyethylene laminar afety fencing or woven polyethelene fabric (silt fence). <br /> <br />Add Subd. 3.t.5 under Tree Preservation Barriers to read as follows: "No construction shall <br />begin until this worl< has been completed, inspected and accepted by the City." <br /> <br />Subd. 3.u, 1 uncter Silt Fence Preservation Barrier was amended to eliminate the reference to 'hay <br /> S' <br />bale, . <br /> <br /> <br />
