City Administrator Norman responded in the affirmative. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Jeffrey, to adopt the Ramsey <br />Crossings Redevelopment Study. <br /> <br />Motion carried. Voting Yes: <br />Pearson. Voting No: None. <br />Strommen. <br /> <br />Mayor Gamec, Councilmembers Cook, Jeffrey, Olson, and <br />Abstain: Councilmember Elvig. Absent: Councilmember <br /> <br />City Administrator Norman explained during the work session, staff was also directed to begin <br />work with the City Attomey as well as with the Town Center Project Manager to procure a <br />developer for the project. The attorneys have developed a resolution that will initiate the process <br />to secure properties for redevelopment purposes. <br /> <br />City Attorney Goodrich advised he has been careful in trying to identify all of the economic <br />development benefits of this acquisition. The most important statement included in the <br />resolution states "Whereas, the City Council finds that among the public benefits to be served by <br />acquisition or redevelopment of the Subject Property are improvement of public infrastructure <br />and other public amenities, expansion of the property tax base, increase of employment <br />opportunities, expansion of retail, commercial and employment services available to residents, <br />and furtherance of the objectives for which the Development District was established." Mr. <br />Goodrich advised approval of this resolution would authorize the City Attorney to commence <br />eminent domain proceedings in accordance with Minn. Stat., Ch.117. He advised the following <br />parcel should be added to Exhibit A: P.I.D. #: 29-32-25-12-0001, Owner: Gerald J. Bauer, <br />Acreage: 18.60. <br /> <br />Mayor Gamec inquired if a bridge crossing should be depicted on the north side of Highway 10. <br /> <br />Community Development Director Trudgeon replied the Comprehensive Plan graphically <br />represents the bridge crossing on the south side of Highway 10, but not the north side. The <br />bridge crossing will be reserved as part of the Pulte plat, and the alignment is outlined on the plat <br />and depicted as the future Mississippi River bridge crossing. <br /> <br />Motion by Councilmember Olson, seconded by Councilmember Jeffrey, to adopt Resolution <br />#06-02-043 authorizing eminent domain for the acquisition of certain parcels lying west of <br />Armstrong Boulevard for economic development purposes, with the addition of the following <br />parcel to Exhibit A: P.I.D. #: 29-32-25-12-0001, Owner: Gerald J. Bauer, Acreage: 18.60. <br /> <br />Motion carried. Voting Yes: <br />Pearson. Voting No: None. <br />Strommen. <br /> <br />Mayor Gamec, Councilmembers Olson, Jeffrey, Cook, and <br />Abstain: Councilmember Elvig.
