Case #7:

Consider Authorization to Approve Housing Tax Increment Financing
Special Legislation for Crestview Community Senior Housing

City Administrator Norman stated Crestview Community Senior Housing was successful in
receiving special legislation during a special session of the Minnesota State Legislature 2005
legislative session. The legislation pertains to the property within the Town Center that
Crestview Community Senior Housing has under its control and is planning to build a senior
housing campus on the site. The Crestview Community Senior Housing project will require Tax
Increment Financing (TIF) to go forward with the project and the Town Center acreage is
currently designated as a "Greenfield" under Minnesota Tax Code. Greenfield designation
means that the property is not eligible for TIF until five years following the initiation of
development of the subject property. The special legislation that Crestview Community Senior
Housing is able to receive allows the TIF to go forward. A resolution has been prepared for
consideration that would authorize the City to create a Housing Tax Increment Financing
District.

Motion by Councilmember Olson, seconded by Councilmember Jeffrey, to adopt Resolution
#06-02-044 that would accept special legislation to create a Housing Tax Increment Financing
District.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Olson, Jeffrey, Cook, Elvig, and
Pearson. Voting No: None. Absent: Councilmember Strommen.

Further discussion: Shirley Bames, CEO of Crestview Community Senior Housing, stated
Crestview Community Senior Housing is looking forward to coming to the City of Ramsey and
Ramsey Town Center. The sales office is set up and Crestview will be appearing before the
Council again soon with more details. She explained Crestview Community Senior Housing will
offer senior housing, which will be of an independent nature. They will also offer services for
people that need them, as assisted living and as memory care assistance. There will be a spa type
facility for residents of the center, as well as for people from the general community.
Participants of the Ramsey Senior Center have voted to have their center located at Crestview.
Councilmember Olson asked if the sales office is currently open. Ms. Barnes replied the pro-
forma is being finalized and the sales office will open soon. John LeTourneau, Director of Sales
for the Ramsey Location of Crestview Community Senior Housing, stated the sales office is
located on the Ramsey Town Center site on the comer of Sunwood Drive and Ramsey
Boulevard.

Case #8:

Request for a Conditional Use Permit for a Self-Supporting Lattice-Style
Communications Tower; Case of Anoka County

Mayor Gamec noted this communications tower was discussed at a work session and by the
Planning Commission. It appears that the site determined to be the best location for the tower is
next to the Connexus substation.

City Council / February 14, 2006
