Councilmember Pearson stated anyone that travels in the City of Ramsey with radios, especially <br />the Police and Fire Departments, knows there are a lot of blank areas in the City. This tower will <br />be a plus for the City. It was just discussed at the Joint Law Enforcement Council meeting that <br />radio communications are vital, and this will be a super improvement for that. <br /> <br />Motion by Councilmember Pearson, seconded by Councilmember Elvig, to adopt Resolution <br />#06-02-045 adopting Findings of Fact #0752 relating to a request from Anoka County for a <br />conditional use permit to construct a communications tower on a portion of the City Hall <br />campus. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Pearson, Elvig, Cook, Jeffrey, <br />and Olson. Voting No: None. Absent: Councilmember Strommen. <br /> <br />Motion by Councilmember Pearson, seconded by Councilmember Elvig, to approve the request <br />for a conditional use permit based on Findings of Fact #0752 and to adopt Resolution #06-02- <br />046 declaring terms of same. <br /> <br />Motion carded. Absent: Councilmember Strommen. <br /> <br />Case #9: Consider Contribution to the City of Ramsey Foundation <br /> <br />City Administrator Norman reviewed that the action to approve a one-time contribution of <br />$5,000 to The City of Ramsey Foundation to help the foundation pay for initial start up fees was <br />tabled until the foundation completed a strategic planning of Goals and Objectives for the Sister <br />City Relationship. Included in the Council's packet are the Mission Statement and Goals and <br />Objectives for the Sister City Relationship from The City of Ramsey Foundation. Mr. Norman <br />advised if the Council should approve the contribution, staff would recommend the funding be <br />taken from the 2006 budget for contracted services within the Community Services budget. <br /> <br />Councilmember Elvig directed staff to be certain that these goals and objectives are distributed to <br />the different commission members. <br /> <br />City Attomey Goodrich advised the Council needs to determine that there is a public purpose for <br />this expenditure. The League of Minnesota Cities states that the City needs to identify the <br />activity will benefit the community as a body, and it needs to be directly related to functions of <br />government. Also, the Attorney General has in the past questioned relations to various <br />organizations. The Council needs to be thorough about this determination. The Ramsey <br />Foundation is still not an entity recognized by the Minnesota Secretary of State Office. At the <br />minimum, money should not be contributed to the foundation until it is properly organized. <br /> <br />Mayor Gamec indicated the incorporation papers are prepared for the foundation. There is quite <br />a bit of money that one gentleman involved in the foundation has put out up front to form the <br />foundation.
