City Administrator Norman explained usually the first City Council meeting of the month <br />includes the report from the Public Works Committee, and the second Council meeting of the <br />month includes planning items. Years ago the Council asked staff to even out the agenda, and <br />this is how it has been accomplished. <br /> <br />Assistant Public Works Director Olson explained it normally takes a period of time to receive the <br />minutes from the Committee meeting, which help in preparing the case for the report. Secondly, <br />sometimes if the turnaround time is too short issues are not always able to be resolved in time for <br />the preparation of the case. <br /> <br />Councilmember Elvig indicated he is fine with the timeframe if it works for staff. <br /> <br />1) Consider Establishing Process for Subdivision Street Lighting Requests <br /> <br />Assistant Public Works Director Olson explained periodically staff receives inquiries from the <br />public on the process for getting street lights installed in areas currently without them. After <br />significant discussion, the consensus of the Committee was to recommend that the City Council <br />direct staff to draft a subdivision street lighting policy, obtaining input from the Park Board <br />regarding the lighting of trails within the City. The financing discussed was that the streetlights <br />would be 100% assessed back to the property owners. There was discussion about what rates <br />should be paid. There are currently urban and rural fees. Going through the assessment <br />procedure would require a feasibility study, which would identify the costs each property owner <br />would be responsible for. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to ratify the <br />recommendation of the Public Works Committee in Case No. 1 and to direct staff to draft a <br />subdivision street lighting policy, obtaining input from the Park Board regarding the lighting of <br />trails within the City. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Jeffrey, Olson, and <br />Pearson. Voting No: None. Absent: Councilmember Strommen. <br /> <br />2) Review Priority Street Lighting <br /> <br />Assistant Public Works Director Olson advised presently the 2006 budget includes $45,000 for <br />the installation of priority street lights. The listing of the lights is included in the Council's <br />packet. It is estimated that approximately 19 lights can be installed with this allocation. The <br />recommendation of the Committee was that the City Council direct staff to proceed with the <br />installation of the 19 identified street lights within the budgeted allocation. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Olson, to ratify the <br />recommendation of the Public Works Committee in Case No. 2 and to direct staff to proceed <br />with the installation of the 19 identified priority street lights within the budgeted allocation. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Olson, Cook, Jeffrey, and <br />Pearson. Voting No: None.
