3) Receive MnDOT Speed Study for Riverdale Drive <br /> <br />Assistant Public Works Director Olson explained at the April 2005 Public Works Committee <br />meeting, a request was considered that the speed limits on Riverdale Drive be reconsidered with <br />the intent of increasing the posted limit from its present 30 mile per hour posting. The MnDOT <br />speed study determined that the 30 mph speed limit between Ramsey Boulevard and Feldspar, <br />which is the main entrance into Rivenwood Village, is appropriate, and that the speed limit be <br />increased to 35 mph speed limit between Feldspar and Grosslien Beverage to the east. The <br />recommendation of the Committee was that the Council direct the speed limits be posted along <br />Riverdale Drive as recommended in the MnDOT letter of November 8, 2005. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook that the recommendation <br />of the Public Works Committee in Case No. 3 be ratified and to direct the speed limits be posted <br />along Riverdale Drive as recommended in the MnDOT letter of November 8, 2005. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Jeffrey, Olson, and <br />Pearson. Voting No: None. Absent: Councilmember Strommen. <br /> <br />4) Update on Utility Location Requirements <br /> <br />Assistant Public Works Director Olson explained effective January 1, 2006, a law was amended <br />regarding utility locations. This law requires that tracer wires be installed with all new non- <br />conductive underground facilities in public right-of-way or provide an equally effective means of <br />locating such facilities. This impacts the City sanitary sewer and storm sewer systems. One <br />viable option is installing a locating wire parallel to the pipe and extending stubs to the surface <br />for connection to locating equipment. Another option that is being used in some cities is to <br />locate the wye and the end of the service with GPS equipment at the time of construction. The <br />pipe locations can be marked with the GPS when a locate request is received. The Capital <br />Equipment Plan anticipated purchase of GPS equipment in a future year. The recommendation <br />of the Committee was to recommend that the City Council direct staff to proceed with tracer <br />wires, and that the purchase of a GPS be a high priority through the 2007 budget process. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Pearson, that the <br />recommendation of the Public Works Committee be ratified in Case No. 4 and to direct staff to <br />proceed with tracer wires, and that the purchase of a GPS be a high priority through the 2007 <br />budget process. <br /> <br />Further discussion: Councilmember Elvig stated the Public Works Committee was excited about <br />the idea of the purchase ofa GPS as soon as possible in the future. The GPS costs a fair amount <br />of money, but with all of the growth occurring in the City they would have the ability to locate <br />pipes throughout the City. Councilmember Jeffery asked if the GPS is included in the 2007 <br />budget. Public Works Director Kapler replied the 2007 budget has not been prepared; the GPS is <br />not reflected in the 2006 budget. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, Councilmembers Elvig, Pearson, Cook, Jeffrey, <br />and Olson. Voting No: None.
