the City and stay within the law of sign placement. Councilmember Elvig expressed interest in <br />considering signs that are stacked on one poster board. These types of signs are set back in the <br />proper ama and look neat and orderly. City Attorney Goodrich advised the City cannot <br />distinguish between signs and the content on signs; real estate signs could not be allowed while <br />other types of signs are prohibited. <br /> <br />7) Snow Removal on City Sidewalks and Trails <br /> <br />Public Works Director Kapler explained currently the City prioritizes sidewalks and trails in the <br />school walking zones as first priority. Developed commercial areas in Ramsey Town Center are <br />also on this priority level. There is a second level of sidewalks and trails that are designated on <br />plowing maps that fall slightly below the school priority that are mainly used for recreation. <br />Both of these levels are cleared during the initial plowing after a snow event. The third tier, <br />which contains trails and some parking lots are done the next day or when people and equipment <br />are available. The delay is because some of the same people and equipment are necessary to <br />clean the skating rinks. This still leaves the City with several areas in the City where the <br />sidewalks still need to be maintained. Staff is looking for direction on a snow removal policy. <br />After discussion, the consensus of the Committee was to recommend that the City Council direct <br />staff to draft a map of the sidewalks and trails in the City, and to work towards drafting a snow <br />removal policy. He advised no action is necessary on this item. <br /> <br />Councilmember Elvig noted there is an increased desire and demand in the City for more and <br />more use of the trails, during the summer as well as the winter. <br /> <br />COMMITTEE/STAFF INPUT <br /> <br />Substandard Private Streets <br /> <br />Assistant Public Works Director Olson stated the Committee discussed situations when a private <br />road/private road intersection has conditions that are not up to City standards, such as icy <br />conditions that could cause an accident. The consensus of the Committee was to forward to the <br />City Attorney for review. No opinion has been rendered from the City Attorney at this time. <br /> <br />Comfort Suites - Water meter <br /> <br />Councilmember Elvig explained when Comfort Suites was built a water meter was installed that <br />was more for a high flow type of use. Staff contacted Comfort Suites and informed them the <br />City will pay for a different meter and the installation. The last time staff approached Comfort <br />Suites regarding the issue they stated they have chosen not to change the meter out. The <br />consensus of the Committee was to forward the issue to the City Attorney for direction. <br /> <br />City Attomey Goodrich stated the ordinance has been reviewed and the City has clear authority. <br />He is in the process of writing a letter informing Comfort Suites of the action that will be taken, <br />which is that the water flow will be stopped if the meter is not changed. <br /> <br />City Council / February 14, 2006 <br /> Page 24 of 26 <br /> <br /> <br />
