Mayor Gamec suggested the possibility of the next Environmental Expo including a nursery or <br />landscaping company to conduct a seminar for residents putting in new yards. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to ratify the <br />recommendation of the Public Works Committee in Case No. 5 and to direct the following <br />regarding a Water Conservation Policy: <br /> · Define topsoil to be a sandy lome with 40% organic matter <br /> · Forward the policy for input from the Environmental Policy Board <br /> · Education, including a booth at the environmental expo and a QCTV program <br /> · Incentive program for existing homeowners to install rain sensors <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Jeffrey, Olson, and <br />Pearson. Voting No: None. Absent: Councilmember Strommen. <br /> <br />6) Temporary Signs in the Public Right-of-Way <br /> <br />Public Works Director Kapler reviewed that within the past year staff was directed to remove <br />temporary signs from power poles, street signs, etc. The second tier of enforcement was to <br />remove signs from the vision triangle. Staff is satisfied with the removal of these signs. The <br />discussion at the Committee was in relation to right-of-ways. It is the feeling of staff that a lot of <br />these temporary signs are purchased by contractors, knowing full well they will be picked up and <br />thrown away at some point. The City Administrator suggested a letter be sent to the people <br />erecting these signs, and that there be consideration of a fining process. The fine would need to <br />overcome the value of having illegal signs. There is also the issue of political signs in right-of- <br />ways to consider in summer and fall. The consensus of the Committee was to recommend that <br />the City Council direct staff to stay aggressive in removing the signs, with the violators receiving <br />a letter from the City. This procedure should be followed until June 1st, at which time the status <br />of compliance should be reviewed and to recommend that the City Council direct staff to remove <br />political signs in all right-of-ways, as is done with all sign placement throughout the City. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to ratify the <br />recommendation of the Public Works Committee in Case No. 6 and to direct staff to stay <br />aggressive in removing the signs, with the violators receiving a letter from the City. Absent: Councilmember Strommen. <br /> <br />Further discussion: Mayor Gamec inquired about the previous discussion regarding not <br />removing the real estate signs during the Parade of Homes because of the timing and the selling <br />of the community. Public Works Director Kapler replied through education and working with <br />the people that erect these signs, approximately 80% of these signs are being posted outside of <br />the right-of-ways.
