signatures of all but two residents on 157th Lane to request the City complete a feasibility study <br />to determine whether City sewer and water can be brought down this road; they were not able to <br />obtain those two signatures because they were not home. There have been statements made that <br />this meeting will be used as a lynching, which he takes offense to. He wants the residents of the <br />City of Ramsey to know that Mayor Gamec stood up to the plate and helped the residents out. <br />Mr. McKusick submitted a petition from the residents of 157th Lane NW requesting that a <br />feasibility study be completed to determine whether City sewer and water can be brought down <br />157th Lane. <br /> <br />Mayor Gamec noted for the record the above petition was submitted February 14, 2006 at 7:12 <br />p.m. He informed Mr. McKusick the next step in this process is for the City Clerk to verify the <br />accuracy of the petition. <br /> <br />Mr. McKusick stated the residents would like to know how they will be impacted by the cost of <br />the feasibility study before the study progresses. <br /> <br />Mayor Gamec replied this information will be provided at the time the feasibility study is <br />considered by the City Council. He indicated he took notes regarding the residents' concerns <br />during the neighborhood meeting. He explained sometimes the cost of the feasibility study is <br />added to the project cost. <br /> <br />Mr. McKusick stated there are older residents that live on their street with lots that can be <br />subdivided. The residents do not really see any big negatives in this, and if it is cost efficient <br />they would like to try to move forward on it. He stated 157th Lane is scheduled for overlay, and <br />the residents would like to know if there is a possibility of this street being scheduled last to <br />allow for the feasibility study to be completed. <br /> <br />Assistant Public Works Director Olson indicated the cost of the feasibility study can be <br />completed by the next City Council meeting. <br /> <br />Councilmember Elvig inquired how long a feasibility study of this scale would take and whether <br />it could be completed prior to the season of blacktopping and road surfacing. <br /> <br />Assistant Public Works Director Olson replied the feasibility study would likely take a couple of <br />months. The study should likely be able to be completed prior to the summer months. However, <br />there is a 60-day waiting period required after the feasibility study is completed before the <br />project can be acted on, unless 100% of the residents being assessed sign the petition. <br /> <br />Mayor Gamec requested clarification that the clause requiring the residents to pay 100% for any <br />required street repairs would not apply to this street if the overlay were to be delayed. <br /> <br />Assistant Public Works Director Olson replied this clause would not apply. He explained this <br />clause relates to a much bigger common sense approach of getting the utilities into the ground.
