Council Business

Mayor Gamec called the regular City Council meeting back to order at 7:19 p.m.

Motion by Councilmember Cook, seconded by Councilmember Olson, to introduce the proposed
ordinance to change the street name of 162na Avenue NW within Estates of Silver Oaks to 162na
Lane NW.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Olson, Elvig, Jeffrey, and
Pearson. Voting No: None. Absent: Councilmember Strommen.

Case #lA: Update from Joint Law Enforcement Council Meeting

Police Chief Way provided a report on the Joim Law Enforcement Council meeting held January
25, 2006 in the City of Anoka. He stated elections and appointments to committees were made;
he was appointed to the Education and Training Committee and the CID Operations Committee.
The Education and Training report included a discussion of training opportunities coming up for
officers in Anoka County, internal affairs investigations, and leadership classes. The CID
Operation report reviewed that there were some major increases in some of the caseload in
Anoka County in 2005. Robberies were up 69% from 2004, assaults were up 50% from 2004,
and the total caseload of CID Operations was up 27% from 2004. These trends will likely
continue based on the numbers in 2006. The Central Communications report included the
discussion of a communications tower, which is a case on tonight's agenda. The Fire Arms and
Range report noted some operating costs involved in operating the range, and the 2006 rates
were raised slightly to try to cover that. Old Business included a discussion of record sharing.
There are other organizations that would like to share records; however, at this time it has been
determined not to participate in that. A subcommittee was formed to discuss meth-amphetamine
problems. New Business included a discussion of the New Emergency Manager Director Terry
Stoltzman.

Mayor Gamec inquired about the increase in burglaries.

Police Chief Way replied burglaries are up throughout the entire county.

Councilmember Elvig questioned Ramsey's numbers in comparison to the overall county
numbers.

Police Chief Way replied Ramsey's overall caseload is up approximately 10% from 2004.

Councilmember Elvig inquired if there is a proactive approach planned to prevent this type of
increase in crime.

Police Chief Way replied only so much can be done in regards to burglaries. The word can be
gotten out to businesses and the City can try to be more proactive on patrol. A lot of the results
depend on luck, and whether a few arrests can be made.

City Council / February 14, 2006
