Ms. Frolik was directed to forward the EPTF 2005 Work Plan, drafted on January 10, 2005, to <br />City Council. <br /> <br />TASK FORCE BUSINESS <br /> <br />Case #1: Review Draft Wetland Buffer Ordinance <br /> <br />Members present proceeded to review the draft wetland buffer ordinance and make the <br />following changes: <br /> <br />9.26.01, Subd. 1 - Add the following sentence to the beginning of this subdivision: "The City <br />has determined that wetlands are a defining character of its natural heritage worthy of its <br />protection and preservation." <br /> <br />9.26.01, Sarah Strommen to draft a new subdivision that will convey the following message: <br />the wetlands provide a benefit of services to the public that the public would otherwise have to <br />pay for it they had to be engineered. <br /> <br />9.26.01, Bruce Bacon to draft a new subdivision to address the environmental health aspects. <br /> <br />9.26.01, Subd. 2 -Last sentence, put 'education' in front of'recreation'. <br /> <br />9.26.01, Subd. 8 - Chairperson McDilda volunteered to work on this section as it has to be more <br />inclusive as to the intent of prioritization. <br /> <br />9.26.01, Subd. 9 - Eliminate this section as referencing resource documents are generally not <br />referenced in City Code. <br /> <br />9.26.02, Subd. 1.b - This sentence infers that requiring protection of natural resources conflicts <br />with private property rights and that it may not be an efficient use of land. If not for the <br />wetlands, the public would be paying a lot of money for services wetlands provide. This <br />paragraph implies that wetlands are a luxury, but they are a necessity. Consensus was to change <br />this sentence to read as follows: 'To ensure preservation and protection of natural resources and <br />systems within the City.' Further discussion ensued as to whether or not 'b' is even necessary <br />give the intent stated in 'a' and 'c'; consensus was to review 'b' again at the next meeting. <br /> <br />9.26.02, Subd. 1.d - Change this sentence as follows: 'To preserve scenic viewsheds.' <br /> <br />9.26.02, Subd. 1.e - Change this sentence as follows: 'To establish greenway corridors in the <br />City when combined with appropriate upland features.' <br /> <br />9.26.02, Subd. 1.f- Change the sentence as follows: 'To ensure water quality by maintaining <br />the ability of wetlands to recharge ....
