wetlands. The main emphasis in Ramsey's ordinance should be avoidance; if the wetland cannot
absolutely be avoided, the impact should be minimized; and the ordinance should make
replacement the least preferred option.

It was determined that the agenda for April 19 should include the following topics:

Review information learned at April 5 guest speaker session.
Resume drafting of a purpose statement for Ramsey's wetland buffer ordinance.
Discuss any preparation necessary for the May guest speakers.
Discuss preparation for the Enviromental Expo.

Case #3: Update on Guest Speakers For April, May and June

Ms. Frolik reported that the guest speakers for April (Tom Hovey of DNR and Remi Stone of
Builders Association of the Twin Cities) are confirmed and cable t.v. has agreed to televise the
guest speaker programs on April 5, May 3 and June 7. Mr. Bacon stated that he has received
confirmation from Chris Lord (ASWCD) and Ed Musielewicz (U.S. Natural Resource
Conservation Service) for May 3; he will also be contacting City Engineer Steve Jankowski to
speak on behalf of the Lower Rum River Water Management Organization. Mr. Bacon
suggested that the EPTF also invite Mr. Ray Renner ofE.H. Renner Wells as he has a wealth of
information regarding water resources. Mr. Bacon was directed to contact Ray Renner to attend
one of the EPTF meetings.

Ms. Sitz stated that she would be interested in Tom Hovey discussing groundwater interface with
surface water; quantity should be a concern as well as quality.

Task Force members were advised to get any specific information they wanted to gain from the
presentations to Ms. Frolik or Bruce Bacon as soon as possible so that the speakers can be
prepared to address the desired issues.

Chairperson McDilda directed Ms. Frolik to obtain bio's on each of the guest speakers.

Case #2: Update on 2004 Environmental Expo

Mr. Bacon reported that the Environmental Expo program has been set and the invitations to
participate have been sent to the nurseries. The Girl Scout troop that was going to assist in
distributing seedlings has cancelled. Mr. McDilda stated he would ask his wife's Girl Scout
troop if they are interested in assisting at the Environmental Expo.

It was noted that the Ramsey Tree Book should be available again; the supply is low and staff
should have more printed in time for the Expo. Mr. Olds stated that he would request another
allocation from the Park Commission for the reprinting of the book.

Discussion ensued regarding what will be on display at the EPTF booth and who will man it.
People should be reminded that there is a Tree Ordinance and that the EPTF is now working on a
wetland buffer ordinance.

EPTF March 1, 2004
