Ms. Sitz and Ms. Connolly were asked to make some decisions about what should be on display <br />at the EPTF booth; get that information to Mr. McDilda and he will prepare the materials, poster <br />boards, surveys, etc. <br /> <br />Mr. McDilda provided Ms. Frolik with 2 more documents for the Wetland Buffer Resource <br />Manual: "Wetlands Regulation In Minnesota" prepared by Minnesota Board of Water and Soil <br />Resources, dated May 2003; and "The Minnesota Wetland Conservation Act Manual: An <br />Implementation Guide To Minnesota's Wetland Law", published by the Minnesota Board of <br />Water and Soil Resources/Version 1.1/Jan. 4., 2004. <br /> <br />Ms. Frolik was directed to advertise the April, May, and June EPTF meetings and guest speakers <br />wherever possible. <br /> <br />TASK FORCE INPUT <br /> <br />A brief discussion ensured regarding various seminars. Mr. McDilda advised all Task Force <br />members to forward timely seminar information to Ms. Frolik and she will periodically merge <br />that information into one email to all Task Force members. <br /> <br />ACTION ITEMS <br /> <br />Ms. Frolik to forward the following questions to guest speakers so they can be prepared <br />to address them as part of their presentations. Because wetlands are not always wet, and <br />they are more wet in some years than in others, where do we measure the wetland buffer <br />from: the change in vegetation, the ordinary high water mark, the 100 or the 500 year <br />flood elevation? In Ramsey the wetland must be delineated and encumbered with a <br />drainage and utility easement. How do we encumber or protect the 'buffer' area? <br /> <br />· Mr. Bacon to draft the opening paragraph of the purpose statement for the Wetland <br /> Buffer Ordinance to address the desire for a healthy ecosystem. Forward draft to Frolik. <br /> <br />Ms. Sitz to draft text for the Wetland Buffer purpose statement on the whole issue around <br />stormwater and groundwater, utilizing the 1st and 3rd paragraphs of Plymouths intent <br />statement as a model. Forward draft to Frolik. <br /> <br />Ms. Connolly to draft text for the Wetland Buffer purpose statement, utilizing the 2nd and <br />4th paragraphs of Plymouths ordinance as a model, addressing erosion control, nutrient <br />loading into wetlands, and wildlife habitat. Forward draft to Frolik. <br /> <br />Mr. Olds to draft text for the Wetland Buffer Ordinance, utilizing the 5th -- 8th paragraphs <br />of Plymouths ordinance as a model, regarding regulating land use around wetlands to <br />protect shorelines from erosion, filter pollutants, and benefit wildlife habitat.
