CC Regular Session 5.9. <br />Meeting Date: 03/28/2023 <br />Submitted For: Joe Feriancek, Engineering/Public Works <br />By: Joe Feriancek, Engineering/Public Works <br />Information <br />Title <br />Adopt Resolution #23-064 Approving Plans and Specifications and Authorizing Advertisement for Bids for <br />Improvement Project #23-07, 2023 Neighborhood Pavement Overlay Improvements <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to adopt Resolution #23-064 approving plans and specifications and authorizing <br />advertisement for bids for Improvement Project #23-07, 2023 Neighborhood Pavement Overlay Improvements. <br />Background: <br />City Improvement Project #23-07 proposes to overlay the streets within the Alpine Meadows, Highlands at River <br />Park, Highlands at River Park 2nd, Highlands at River Park 3rd, and Highlands at River Park 4th subdivisions. The <br />streets total approximately 9,658 lineal feet (1.83 miles) in length, and are 32-feet wide urban sections. A street <br />segment summary is attached to this case for reference. <br />Project History <br />• 2022 — 2031 Capital Improvement Program — listed as street overlay for 2023 <br />. Resolution #22-250, adopted November 7, 2022; City Council awarded a proposal to Bolton & Menk, Inc. <br />for topographic survey of the project area. <br />. November 15, 2022; Public Works Committee gave recommendation for City Council authorization to <br />prepare plans and specifications for the improvement project. <br />• Resolution #22-288; City Council ordered the City Engineer to prepare plans and specifications for the <br />improvement project. <br />Pavement History <br />The streets within the subdivisions were built between 2002 and 2004. Pavement maintenance has included 2 <br />crack seal /seal coat improvements, Alpine Meadows received an additional crack seal improvement. 2021 <br />PASER values were between 6 and 8 for the street segments. Ground Penetrating Radar (GPR) was performed on <br />some of the street segments within the project area, and are summarized in the street segment summary. <br />Proposed Improvements <br />Based on Staff review of the existing pavement conditions, mill and overlay improvements to the existing <br />pavement is appropriate. The proposed mill and overlay depths will vary between I and 2 inches, dependent upon <br />existing pavement thicknesses. <br />Staff review found the existing pedestrian ramps within the project area did not meet current ADA requirements, <br />therefore all pedestrian ramps within the project area will need to be removed and replaced. The concrete curb <br />and gutter in the project area were found to generally be in good condition, and only spot repairs are proposed. <br />Minor repairs to the existing storm sewer structures are proposed with this project, the majority of which are <br />grouting the existing adjustment rings and pipe inverts. Some storm sewers catch basins will require resetting due <br />to settling. <br />Build Process <br />
