CC Regular Session <br />Meeting Date: 03/28/2023 <br />Submitted For: Bruce Westby, Engineering/Public Works <br />By: Joe Feriancek, Engineering/Public Works <br />Information <br />Title <br />Adopt Resolution #23-070 Accepting Stabilized Full -Depth Reclamation Design Proposals for Improvement <br />Project #23 -04, 167th Avenue Reconstruction <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to adopt Resolution #23-070 accepting stabilized full -depth reclamation design <br />proposals for Improvement Project #23-04, 167th Avenue Reconstruction. <br />Background: <br />The current 2022 — 2031 10-Year Capital Improvement Plan (CIP) proposes the reconstruction of 167th Avenue <br />between Nowthen Boulevard and Trunk Highway 47 in 2023. Bolton & Menk was hired to prepare final plans <br />and specifications for these improvements. <br />To meet the required MSA design standards, several pavement sections were considered. Stabilized Full -Depth <br />Reclamation (SFDR) was determined to be the most cost-effective method of reconstruction. This process <br />involves reclamation (grinding in -place) of the existing bituminous pavement plus a portion of the underlying <br />aggregate base. Excess reclaimed material is then removed as needed so the new pavement will match into <br />existing shoulders, driveways, and cross streets. The remaining material receives liquid asphalt emulsion, which <br />is then mixed in, rolled and compacted. Once compacted, the SFDR can be opened up to traffic, and gains <br />strength with the further compaction of vehicle traffic. <br />The City has recently completed an SFDR project on Sunwood Drive between Ramsey Boulevard and Bunker <br />Lake Boulevard and Variolite Street between Alpine Drive and 173rd Avenue, both with excellent results. <br />Stabilizing the reclamation allows for a thinner overall pavement section, avoiding the need to excavate below the <br />existing aggregate base to make costly subgrade corrections. Staff is confident that the SFDR process will provide <br />as long of a life for the new pavement section as a full reconstruction with subgrade corrections would, but at a <br />significantly lower cost. <br />To be eligible for Municipal State Aid (MSA) funding, MSA review and approval must be complete before <br />opening bids for these improvements. The SFDR mix design is a requirement prior to MSA final approval. Both <br />firms indicated it will take approximately 2 months from the time authorization is given to produce the final SFDR <br />mix design, as both field work and extensive lab work is required. Because of the design timeframe, starting this <br />work is critical to keep the 167 th Avenue reconstruction on schedule for completion in 2023. <br />Quotes received for the Stabilized Full -Depth Reclamation Design are below: <br />STABILIZED FULL -DEPTH RECLAMATION MIX DESIGN PROPOSAL <br />Project Braun Intertec American Engineering Testing <br />16 t7 h Avenue Reconstruction $181065.00 1$201630.00 <br />Braun Intertec submitted the lowest total responsible quote. Based on the submitted quotes, Staff recommends <br />accepting the proposals for stabilized full -depth reclamation mix design services from Braun Intertec. <br />
