J <br />n ®R <br />www.ae2s.com <br />March 23, 2023 <br />City of Ramsey <br />Bruce Westby <br />City Engineer/Public Works Director <br />7550 Sunwood Drive NW <br />Ramsey, MN 55303 <br />Re: Recommendation for Notice of Award — Water Treatment Plan Project <br />Dear Mr. Westby: <br />Pursuant to authority of the City Council and following proper legal advertisement, the bid <br />opening for the Ramsey Water Treatment Plant Project was conducted virtually on Thursday <br />March 9, 2023 at 1:00 P.M. A total of three (3) sealed bid were received for the project. The bids <br />were completed in accordance with the project requirements and opened and read aloud. <br />The project Bid Form consists of the Base Bid which includes a Substantial Completion date of <br />May 1, 2025 and Final Completion date of August 1, 2025, and Bid Alternate No. 1 to extend the <br />construction timeline by four (4) months to accommodate contractor supply chain concerns. A <br />detailed copy of the Bid Opening Tabulation is attached for your reference. <br />The project consists of the following components: <br />Contract No. 1 — Ramsey Water Treatment Plant: <br />Construction of a new 10 MGD gravity filtration Water Treatment Plant (WTP). <br />Building consists of cast in place concrete and concrete masonry units. The WTP <br />will include one (1) backwash reclaim basin, six (6) conventional dual media gravity <br />filters, one clearwell, one reservoir, general process piping ranging in size from 3 <br />to 30-inch, valves, fittings, and appurtenances; on -site chemical feed systems which <br />include chemical storage tanks, chemical containment, and chemical feed <br />equipment for chlorine, permanganate, phosphate, hydrofluosilicic acid, and <br />polymer; three (3) high service pumps, general mechanical work including HVAC <br />work, ductwork; drain, waste, and vent piping; and other mechanical equipment <br />and appurtenances. Electrical systems generally consist of providing electrical <br />circuits and controls within the WTP expansion including lighting, power, <br />instrumentation and controls, and associated conduit and wiring. A standby <br />generator sized to meet emergency and load management electrical requirements <br />will be included. Sitework generally includes grading, seeding, influent water main, <br />sanitary sewer, storm sewer, and piping appurtenances; installing an asphalt access <br />road and parking lot; and installing a stormwater filtration basin.
