HF100 NINTH ENGROSSMENT REVISOR BD 1­10100-9 <br />17.1 consistent with the relevant food safety requirements in chapters 28A, 31, and 34A and <br />17.2 associated rules. <br />17.3 (b) The office may cooperate and enter into other agreements with the commissioner of <br />17.4 agriculture and may cooperate and enter into agreements with the commissioners and <br />17.5 directors of other state agencies and departments to promote the beneficial interests of the <br />17.6 state. <br />17.7 Subd. 5. Rulemaking. The office may adopt rules to implement any provisions in this <br />17.8 chapter. Rules for which notice is published in the State Register before July 1, 2025, may <br />17.9 be adopted using the expedited rulemaking process in section 14.389. <br />17.10 Subd. 6. Director. (a) The governor shall appoint a director of the office with the advice <br />17.11 and consent of the senate. The director must be in the unclassified service and must serve <br />17.12 at the pleasure of the governor. <br />17.13 (b) The salary of the director must not exceed the salary limit established under section <br />17.14 15A.0815. subdivision 3. <br />17.15 (c) While serving as the director and within two years after terminating service, the <br />17.16 director is prohibited from having a direct or an indirect financial interest in a cannabis <br />17.17 business or hemp business licensed under this chapter. <br />17.18 (d) The director must not have been a member of the Minnesota legislature or held a <br />17.19 constitutional office for at least four years before appointment. <br />17.20 (e) No later than June 15, 2023, the governor shall appoint an advisory committee to <br />17.21 consult with during the hiring process for the director. The advisory committee shall be <br />17.22 comprised of: <br />17.23 (1) two members of the house of representatives, one appointed by the majority party <br />17.24 and one by the minority party; <br />17.25 (2) two members of the senate, one appointed by the majority party and one by the <br />17.26 minority party; <br />17.27 (3) an expert in cannabis policy; <br />17.28 (4) an expert in economic equity; <br />17.29 (5) an expert in cannabis science; <br />17.30 (6) an expert in restorative justice; <br />17.31 (7) an expert in harm reduction; <br />Article 1 Sec. 2. 17 <br />
