HF100 NINTH ENGROSSMENT REVISOR BD 1-10100-9 <br />19.1 Subd. 8. Division of Social Equity. The office must establish a Division of Social Equity. <br />19.2 At a minimum, the division must: <br />19.3 (1) administer grants to communities that experienced a disproportionate, negative impact <br />19.4 from cannabis prohibition in order to promote economic development, provide services to <br />19.5 prevent violence, support early intervention programs for youth and families, and promote <br />19.6 community stability and safety; <br />19.7 (2) act as an ombudsperson for the office to provide information, investigate complaints <br />19.8 under this chapter, and provide or facilitate dispute resolutions; and <br />19.9 (3) report to the office on the status of complaints and social equity in the cannabis <br />i 9. i o industry. <br />19.11 EFFECTIVE DATE. This section is effective July 1, 2023, except for subdivision 2, <br />19.12 paragraphs (e), (f), (g), (h), and (1), which are effective the day following final enactment, <br />19.13 and subdivision 3, which is effective January 1, 2024. <br />19.14 Sec. 3. [342.031 CANNABIS ADVISORY COUNCIL. <br />19.15 Subdivision 1. Membership. (a) The Cannabis Advisory Council is created consisting <br />19.16 of the following members: <br />19.17 (1) the director of the Office of Cannabis Management or a designee; <br />19.18 (2) the commissioner of employment and economic development or a designee; <br />19.19 (3) the commissioner of revenue or a designee; <br />19.20 (4) the commissioner of health or a designee; <br />19.21 (5) the commissioner of public safety or a designee; <br />19.22 (6) the commissioner of human rights or a designee; <br />19.23 (7) the commissioner of labor or a designee; <br />19.24 (8) the commissioner of agriculture or a designee; <br />19.25 (9) the commissioner of the Pollution Control Agency or a designee; <br />19.26 (10) the superintendent of the Bureau of Criminal Apprehension or a designee; <br />19.27 (11) a representative from the League of Minnesota Cities appointed by the league; <br />19.28 (12) a representative from the Association of Minnesota Counties appointed by the <br />19.29 association; <br />Article 1 Sec. 3. 19 <br />
