HF100 NINTH ENGROSSMENT REVISOR BD 1-10100-9 <br />23.1 voluntarily agreed to accept mental health or substance use treatment or admission to a <br />23.2 state -operated treatment program or treatment facility. The report must include summary <br />23.3 data disaggregated by the month of admission or order; age, race, and sex of the individuals; <br />23.4 whether the admission or order was for a mental illness or substance use disorder; and, to <br />23.5 the extent known, the substance of abuse that resulted in the admission or order. Data must <br />23.6 be obtained, retained, and reported in a way that prevents the unauthorized release of private <br />23.7 data on individuals as defined in section 13.02. The office shall submit the report by January <br />23.8 15. 2027. and the report may be combined with the annual report submitted by the office. <br />23.9 (f) The office shall conduct an annual market analysis on the status of the regulated <br />23.10 cannabis industry and submit a report of the findings. The office shall submit the report by <br />23.11 January 15 of each year and the report may be combined with the annual report submitted <br />23.12 by the office. The process of completing the market analysis must include holding public <br />23.13 meetings to solicit the input of consumers, market stakeholders, and potential new applicants <br />23.14 and must include an assessment as to whether the office has issued the necessary number <br />23.15 of licenses in order to: <br />23.16 (1) ensure the sufficient supply of cannabis flower and cannabis products to meet demand; <br />23.17 (2) provide market stability; <br />23.18 (3) ensure a competitive market; and <br />23.19 (4) limit the sale of unregulated cannabis flower and cannabis Droducts. <br />23.20 (g) The office shall submit an annual report to the legislature by January 15, 2024, and <br />23.21 each January 15 thereafter. The annual report shall include but not be limited to the following: <br />23.22 (1) the status of the regulated cannabis industry; <br />23.23 (2) the status of the illicit cannabis market; <br />23.24 (3) the number of accidents, arrests, and convictions involving drivers who admitted to <br />23.25 using cannabis flower, cannabis products, lower -potency hemp products, or hemp -derived <br />23.26 consumer products, or who tested positive for cannabis or tetrahydrocannabinol; <br />23.27 (4) the change in potency, if any, of cannabis flower and cannabis products available <br />23.28 through the regulated market; <br />23.29 (5) progress on providing opportunities to individuals and communities that experienced <br />23.3o a disproportionate, negative impact from cannabis prohibition, including but not limited to <br />23.31 providing relief from criminal convictions and increasing economic opportunities; <br />23.32 (6) the status of racial and geographic diversity in the cannabis industry; <br />Article 1 Sec. 4. 23 <br />
