HF100 NINTH ENGROSSMENT REVISOR BD 110100-9 <br />26.1 (3) is modeled after a type or brand of products primarily consumed by or marketed to <br />26.2 children; <br />26.3 (4) contains a synthetic cannabinoid; <br />26.4 (5) is made by applying a cannabinoid, including but not limited to an artificially derived <br />26.5 cannabinoid, to a finished food product that does not contain cannabinoids and is sold to <br />26.6 consumers, including but not limited to a candy or snack food; or <br />26.7 (6) if the product is an edible cannabis product or lower -potency hemp edible, contains <br />26.8 an ingredient, other than a cannabinoid, that is not approved by the United States Food and <br />26.9 Drug Administration for use in food. <br />26.10 (d) The office must not approve any cannabis flower, cannabis product, or hemp -derived <br />26.11 consumer product that: <br />26.12 (1) is intended to be consumed by combustion or vaporization of the product and <br />26.13 inhalation of smoke, aerosol, or vapor from the product; and <br />26.14 (2) imparts a taste or smell, other than the taste or smell of cannabis flower, that is <br />26.15 distinguishable by an ordinary person before or during consumption of the product. <br />26.16 (e) The office may adopt rules to limit or prohibit ingredients in or additives to cannabis <br />26.17 flower, cannabis products, or hemp -derived consumer products to ensure compliance with <br />26.18 the limitations in paragraph (d). <br />26.19 Sec. 7. [342.071 AGRICULTURAL AND FOOD SAFETY PRACTICES; <br />26.2o RULEMAKING. <br />26.21 Subdivision 1. Plant propagation standards. In consultation with the commissioner <br />26.22 of agriculture, the office by rule must establish certification, testing, and labeling <br />26.23 requirements for the methods used to grow new cannabis plants or hemp plants, including <br />26.24 but not limited to growth from seed, clone, cutting, or tissue culture. The requirements must <br />26.25 prohibit the cultivation of cannabis plants derived from genetic engineering, as defined in <br />26.26 section 18F.02, subdivision 4. <br />26.27 Subd. 2. Agricultural best practices. In consultation with the commissioner of <br />26.28 agriculture and representatives from the University of Minnesota Extension Service, the <br />26.29 office shall establish best practices for: <br />26.30 (1) the cultivation and preparation of cannabis plants; and <br />26.31 (2) the use of pesticides, fertilizers, soil amendments, and plant amendments in relation <br />26.32 to growing cannabis plants. <br />Article 1 Sec. 7. 26 <br />
