By January 15, 2024, and each January 15 thereafter, <br />136.2 the office must submit a report to the chairs and ranking minority members of the committees <br />136.3 of the house of representatives and the senate having jurisdiction over health and human <br />136.4 services policy and finance that details grants awarded from the substance use treatment, <br />136.5 recovery, and prevention grant account, including the total amount awarded, total number <br />136.6 of recipients, and geographic distribution of those recipients. <br />136.7 Sec. 70. [342.73] CANNABIS GROWER GRANTS. <br />136.8 Subdivision 1. Establishment. The office, in consultation with the commissioner of <br />136.9 agriculture, shall establish CanGrow, a program to award grants to (1) eligible organizations <br />136.10 to help farmers navigate the regulatory structure of the legal cannabis industry, and (2) <br />136.11 nonprofit corporations to fund loans to farmers for expansion into the legal cannabis industry. <br />136.12 Subd. 2. Definitions. (a) For the purposes of this section, the following terms have the <br />136.13 meanings given. <br />136.14 (b) "Eligible organization" means any organization capable of helping farmers navigate <br />136.15 the regulatory structure of the legal cannabis industry, particularly individuals facing barriers <br />136.16 to education or employment, and may include educational institutions, nonprofit <br />136.17 organizations, private businesses, community groups, units of local government, or <br />136.18 partnerships between different types of organizations. <br />136.19 (c) "Industry" means the legal cannabis industry in the state of Minnesota. <br />136.20 (d) "Program" means the CanGrow grant program. <br />136.21 (e) "Social equity applicant" means a person who meets the qualification requirements <br />136.22 in section 342.16. <br />136.23 Subd. 3. Technical assistance grants. (a) Grant money awarded to eligible organizations <br />136.24 may be used for both develobina technical assistance resources relevant to the regulatory <br />136.25 structure of the legal cannabis industry and for providing such technical assistance or <br />136.26 navigation services to farmers. <br />136.27 (b) The office must award grants to eligible organizations through a competitive grant <br />136.28 process. <br />136.29 (c) To receive grant money, an eligible organization must submit a written application <br />136.30 to the office, using a form developed by the office, explaining the organization's ability to <br />136.31 assist farmers in navigating the regulatory structure of the legal cannabis industry, particularly <br />136.32 farmers facing barriers to education or employment. <br />Article 1 Sec. 70. 136 <br />
