[342.791 SUBSTANCE USE DISORDER ADVISORY COUNCIL. <br />140.7 Subdivision 1. Establishment. The Substance Use Disorder Advisory Council is <br />140.8 established to develop and implement a comprehensive and effective statewide approach <br />140.9 to substance use disorder prevention and treatment. The council shall: <br />140.10 (1) establish priorities to address public education and substance use disorder prevention <br />140.11 and treatment needs; <br />140.12 (2) make recommendations to the legislature on the amount of money to be allocated <br />140.13 for substance use disorder prevention and treatment initiatives; <br />140.14 (3) make recommendations to the commissioner of human services on grant and funding <br />140.15 options for money appropriated from the general fund to the commissioner of human services <br />140.16 for substance use disorder prevention and treatment; <br />140.17 (4) recommend to the commissioner of human services specific programs, projects, and <br />140.18 initiatives to be funded; and <br />140.19 (5) consult with the commissioners of human services. health. and management and <br />140.2o budget to develop measurable outcomes to determine the effectiveness of programs, projects, <br />140.21 and initiatives funded. <br />140.22 Subd. 2. Membership. (a) The council shall consist of the following members, appointed <br />140.23 by the commissioner of human services, except as otherwise specified: <br />140.24 (1) two members of the house of representatives, one from the majority party appointed <br />140.25 by the speaker and one from the minority party appointed by the minority leader of the <br />140.26 house of representatives: <br />140.27 (2) two members of the senate, one from the majority party appointed by the senate <br />140.28 majority leader and one from the minority party appointed by the senate minority leader; <br />140.29 (3) the commissioner of human services or a designee; <br />140.30 (4) the director of the Office of Cannabis Management or a designee; <br />Article 1 Sec. 71. 140 <br />
