[144.1961 CANNABIS DATA COLLECTION AND BIENNIAL REPORTS. <br />222.4 Subdivision 1. General. The commissioner of health shall engage in research and data <br />222.5 collection activities to measure the prevalence of cannabis flower use and the use of cannabis <br />222.6 products, lower -potency he edibles, and hemp -derived consumer products in the state <br />222.7 by persons under 21 years of age and by persons 21 years of age or older. In order to collect <br />222.8 data, the commissioner may modify existing data collection tools used by the department <br />222.9 or other state agencies or may establish one or more new data collection tools. <br />222.10 Subd. 2. Statewide assessment: baseline data: uDdates. (a) The commissioner shall <br />222.11 conduct a statewide assessment to establish a baseline for the prevalence of cannabis flower <br />222.12 use and the use of cannabis products, lower -potency hemp edibles, and hemp -derived <br />222.13 consumer products in the state broken out bv: <br />222.14 (1) the current age of the customer; <br />222.15 (2) the age at which the customer began consuming cannabis flower, cannabis products, <br />222.16 lower -potency hemp edibles, or hemp -derived consumer products; <br />222.17 (3) whether the customer consumes cannabis flower, cannabis products, lower-poten <br />222.18 hemp edibles, or hemp -derived consumer products, and by type of product that the customer <br />222.19 consumes, if applicable; <br />222.20 (4) the amount of cannabis flower, cannabis product, lower -potency hemp edible, or <br />222.21 hemp -derived consumer product typically consumed at one time; <br />222.22 (5) the typical frequency of consumption; and <br />222.23 (6) other criteria specified by the commissioner. <br />222.24 (b) The initial assessment must be completed by July 1, 2024. The commissioner shall <br />222.25 collect updated data under this subdivision at least every two years thereafter. <br />222.26 Subd. 3. Reports. Beginning January 1, 2025, and every two years thereafter, the <br />222.27 commissioner shall issue a public report on the prevalence of cannabis flower use and the <br />222.28 use of cannabis products, lower -potency hemp edibles, and hemp -derived consumer products <br />222.29 in the state by persons under age 21 and by persons age 21 or older. The report may include <br />222.3o recommendations from the commissioner for changes to this chapter that would discourage <br />222.31 or prevent personal use of cannabis flower, cannabis products, lower -potency hemp edibles, <br />222.32 or hemp -derived consumer products by persons under age 21, that would discourage personal <br />Article 6 Sec. 7. 222 <br />
