<br />223.1 use of cannabis flower, cannabis products, lower -potency hemp edibles, or hemp -derived
<br />223.2 consumer products by pregnant or breastfeeding women, that would prevent access to
<br />223.3 cannabis flower, cannabis products, lower -potency hemp edibles, or hemp -derived consumer
<br />223.4 products by young children, or that would otherwise promote public health.
<br />223.5 Sec. 8. [144.197] CANNABIS EDUCATION PROGRAMS.
<br />223.6 Subdivision 1. Youth education. The commissioner of health, in collaboration with
<br />223.7 local health departments, shall conduct a long-term, coordinated education program to raise
<br />223.8 public awareness about and address the top three adverse health effects, as determined by
<br />223.9 the commissioner, associated with the use of cannabis flower, cannabis products,
<br />223.10 lower -potency hemp edibles, or hemp -derived consumer products by persons under age 21.
<br />223.11 In conducting this education program, the commissioner shall engage and consult with
<br />223.12 youth around the state on program content and on methods to effectively disseminate program
<br />223.13 information to vouth around the state.
<br />223.14 Subd. 2. Education for pregnant and breastfeeding women; women who may become
<br />223.15 pregnant. The commissioner of health shall conduct a long-term, coordinated program to
<br />223.16 educate pregnant women, breastfeeding women, and women who may become pregnant on
<br />223.17 the adverse health effects of prenatal exposure to cannabis flower, cannabis products,
<br />223.18 lower -potency hemp edibles, or hemp -derived consumer products and on the adverse health
<br />223.19 effects experienced by infants and children who are exposed to cannabis flower, cannabis
<br />223.20 products, lower -potency he edibles, or hemp -derived consumer products in breast milk,
<br />223.21 from secondhand smoke, or by ingesting cannabinoid products. This education program
<br />223.22 must also educate women on what constitutes a substance use disorder, signs of a substance
<br />223.23 use disorder, and treatment options for persons with a substance use disorder.
<br />223.24 Subd. 3. Home visiting programs. The commissioner of health shall provide training,
<br />223.25 technical assistance, and education materials to local public health home visiting programs
<br />223.26 and Tribal home visiting programs regarding the safe and unsafe use of cannabis flower,
<br />223.27 cannabis products, lower -potency hemp edibles, or hemp -derived consumer products in
<br />223.28 homes with infants and young children. Training, technical assistance, and education
<br />223.29 materials shall address substance use, the signs of a substance use disorder, treatment options
<br />223.30 for persons with a substance use disorder, the dangers of driving under the influence of
<br />223.31 cannabis flower, cannabis products, lower -potency hemp edibles, or hemp -derived consumer
<br />223.32 products, how to safely consume cannabis flower, cannabis products, lower -potency hemp
<br />223.33 edibles, or hemp -derived consumer products in homes with infants and young children, and
<br />223.34 how to prevent infants and young children from being exposed to cannabis flower, cannabis
