HF100 NINTH ENGROSSMENT REVISOR BD 1-10100-9 <br />286.1 (b) Of the amount appropriated under paragraph (a), $133,000 in fiscal year 2024 and <br />286.2 $461,000 in fiscal year 2025 are for rulemaking. The base for this appropriation is $151,000 <br />286.3 in fiscal year 2024 and thereafter. <br />286.4 (c) Of the base established in paragraph (a), $12,000,000 in fiscal year 2026 and <br />286.5 $20,000,000 in fiscal year 2027 are for cannabis industry community renewal grants. Of <br />286.6 these amounts, up to three percent may be used for administrative expenses. <br />286.E (d) Of the base established in paragraph (a), $600,000 in fiscal year 2026 and $1,004,000 <br />286.8 in fiscal year 2027 are for the administration of substance use treatment, recovery, and <br />286.9 prevention grants. <br />286.10 Subd. 2. Office of Cannabis Management; extension and research grants. a $....... <br />286.11 in fiscal year 2024 and $....... in fiscal year 2025 are appropriated from the general fund to <br />286.12 the Office of Cannabis Management for grants to the Universitv of Minnesota for cannabis <br />286.13 genetics and agronomy research. <br />286.14 (b) Projects involving cannabis genetics and agronomy research that are not currently <br />286.15 receiving financial support from the University of Minnesota are eligible for grants under <br />286.16 this section. Grant monev must be used for the creation and maintenance of a Universitv of <br />286.17 Minnesota Extension position and a postdoctoral position. <br />286.18 (c) In awarding grants, the Office of Cannabis Management must give priority to <br />286. i 9 applications by researchers who would be eligible to be social equity applicants as defined <br />286.20 in Minnesota Statutes, section 342.16. <br />286.21 (d) The minimum state contribution to a grant is $100,000. The maximum state <br />286.22 contribution is either: <br />286.23 (1) $500,000; or <br />286.24 (2) $1,500,000, if state contributions are matched by an equal or greater amount of new <br />286.25 private research investment. <br />286.26 Subd. 3. Department of Agriculture. $912,000 in fiscal year 2024 and $1,736,000 in <br />286.27 fiscal year 2025 are appropriated from the general fund to the commissioner of agriculture <br />286.28 for food safety and pesticide enforcement lab testing and rulemaking related to changes in <br />286.29 cannabis laws. The base for this appropriation is $1,447,000 in fiscal year 2026 and <br />286.30 $1,178,000 in fiscal year 2027. <br />286.31 Subd. 4. Cannabis Expungement Board. $921,000 in fiscal year 2024 and $844,000 <br />286.32 in fiscal year 2025 are appropriated from the general fund to the Cannabis Expungement <br />286.33 Board for staffing and other expenses related to reviewing criminal convictions and issuing <br />Article 9 Sec. 2. 286 <br />
