The functions of vegetation in stabilizing soils and slopes, retaining <br />4 and filtering runoff, providing habitat, and recharging groundwater. <br />5 Bluff means a topographic feature such as a hill, cliff, or embankment having the following characteristics <br />6 (an area with an average slope of less than 18 percent over a distance for 50 feet or more shall not <br />7 be considered part of the bluff): <br />8 (1) Part or all of the feature is located in a shoreland area; <br />9 (2) The slope rises at least 25 feet above the ordinary high water level of the water body; <br />10 (3) The grade of the slope from the toe of the bluff to a point 25 feet or more above ordinary high <br />11 water level average 30 percent or greater; and <br />12 (4) The slope must drain toward the waterbody. <br />13 Bluff. A natural topographic feature having: <br />14 (A) A slope that rises at least 25 feet and where the grade of the slope averages 18 percent or <br />15 greater, measured over a horizontal distance of 25 feet, from the toe of the slope to the top <br />16 of the slope.
