Page 2
POLICY ON STREETS BEING TURNED DOWN
The staff should review streets which have rejected the street program annually
and if they have failed, submit them to the Public Works Committee.
2. If the Committee agrees by a vote that the street has failed, it will be included in the
improvement hearings in the fall (beginning in 1990).
3. Residents of such streets will be given a choice of overlay or new street.
POLICIES ON SIDEWALK REPLACEMENT
AS PART OF THE RECONSTRUCTION PROGRAM
Sidewalk replacement should be coordinated in areas of street reconstruction when hazardous.
The policy is 50% city participation and 50% property owner participation, not to exceed $2.34
per square foot for adjacent owners.
2. When 75% of a block has existing sidewalk and the area without sidewalk provides access to
another sidewalk, the matter shall be referred to the Council for a hearing.
POLICY ON BOULEVARD TREES
AS PART OF THE RECONSTRUCTION PROGRAM
Boulevard Trees: The City of West St. Paul will endeavor to protect and to preserve all boulevard trees within the
City. Only those trees that have died or have been damaged to the extent that they present a hazard to persons or
property will be removed by the City, however, abutting property owners may have their boulevard tree(s) removed
by licensed contractors at their own expense.
XArevPublic Fac Policy.doc
F.
