CASE gl <br /> <br /> TRANSPORTATION ISSUES <br />By: Ryan R. Schroeder, City Administrator <br /> <br />Background: <br /> <br />There are two issues that staff would like the joint Councils to consider regarding transportation. <br />Additionally, attached for your review, as requested by the City of Anoka, is a resolution which <br />the Ramsey City Council passed recently requesting the State to study the speeds on T.H.//47 with <br />the intent of reducing those speeds. The City of Anoka has also asked Ramsey to consider a trail <br />corridor crossing from Anoka into the River's Bend Park in Ramsey. At the meeting, Staff will <br />present some corridor ideas for Council consideration. The second item is a request by the City of <br />Ramsey of the Anoka Council to pass a resolution of support for the proposed Mississippi River <br />Crossing located south of Highway 4/10 between Ramsey Boulevard N.W. (County Road g56) <br />and Armstrong Boulevard N.W. (County Road g83) into the City of Dayton. <br /> <br />CASE #2 <br /> <br /> BOUNDARY ADJUSTMENTS <br />By: Ryan R. Schroeder, City Administrator <br /> <br />Background: <br /> <br />There are two small parcels, one in Ramsey and one in Anoka, which seem reasonable to trade by <br />annexing to one city and detaching from the other. The first parcel is located at the southwest <br />intersection of Trunk Highway g47 and County Road gl 16. The parcel is a small triangular piece <br />currently located in the City of Ramsey but too small for Ramsey to realistically develop; however, <br />it can be attached to a larger parcel within the City of Anoka. Staff would propose that Ramsey <br />detach this parcel and allow for annexation by the City of Anoka. <br /> <br />The second parcel is located north of Highway gl0 and crossing the Burlington Northern tracks <br />behind the ParaBody facility at the southeastern limit of Ramsey. Currently, there is a small <br />triangle of Anoka jutting into Ramsey at that location. Again, it is too small to be of any value to <br />the City of Anoka, ownership is controlled by the same owner of a larger piece in the City of <br />Ramsey, and annexation by the City of Ramsey would follow a section line. Therefore, it would <br />be proposed that Anoka allow for detachment of this parcel and Ramsey be allowed to annex the <br />parcel. <br /> <br />CASE #3 <br /> <br /> SHARED SERVICES <br />By: Ryan R. Schroeder, City Administrator <br /> <br />Background: <br /> <br />Staff from Ramsey and Anoka have met to consider joint delivery of various services. Also <br />discussed were areas of service delivery for which one community or the other has a staffing <br />shortage or overage which could be dealt with by either gaining assistance or granting assistance to <br />the other community. One such area is Community Education/Recreation. It currently appears that <br />six communities are looldng at offering the basic level of service by the Community Education ann <br />of School District gl 1, while Anoka, Andover and Ramsey appear to be looking at the hub model <br />of service. It should be noted, however, that the school district has yet to determine whether it will <br /> <br /> <br />
